의사담당관 검토보고서도 “특정 인물 기념사업은 지역 주민의 보편적 공감대와 충분한 사회적 합의를 바탕으로 추진돼야 한다”며 “실제 운영 과정에서 지역사회 공감대 형성을 위한 절차가 충분히 작동하지 못했다”고 지적했지만 시의회는 이를 무시한 채 조례 폐지안을 부결시켰다.
대구경실련은 비용 측면에서도 문제를 제기했다. 지난 4월 대구시 제출 자료에 따르면, 조례 제정 1차년도 동상 건립비만 14억5000만 원이 소요됐으며, 2025~2028년 예상 비용은 아예 제시되지 않았다.
대구경실련은 “박정희 전 대통령 기념사업 조례는 동대구역 광장 동상과 함께 홍준표 전 시장의 사욕의 결과물”이라며 “공론화 과정 없이 시민 1만4754명의 청구를 일방적으로 부결한 것은 지방자치와 주민자치를 부정한 처사”라고 강력히 비판했다.
