【브레이크뉴스 대구 】박은정 기자= 대구시는 예술계·종교계 등에서 운영방식·결과에 대한 우려가 제기됐던 종교화합 자문위원회를 폐지 결정했다고 27일 밝혔다.

 종교화합 자문위원회의 회의는 재적위원 과반수 출석으로 개의하고 출석의원 과반수로 의결하되, 종교 중립성과 관련된 안건에 대해서는 출석한 종교계 자문위원의 전원 찬성을 전제로 운영됐다.

그러나 최근 자문위원회 심의결과 ‘베토벤 제9번 교향곡’ 부결에 따른 공연취소를 계기로, 지역 예술계·종교계를 넘어 전국적으로 해당 위원회 결정이 종교계 위원이 만장일치로 의결하는 방식에 의해 예술인들의 예술표현에 대한 권리를 과도하게 침해하여 개선돼야 한다는 목소리가 높아졌다.

이에 대구시와 (재)대구문화예술진흥원은 종교화합 자문위원들을 중심으로 지역 예술계, 종교계 등 각계각층의 의견을 종합적으로 검토해왔다. 

그 결과, 위원회가 본래의 취지였던 자문을 넘어 사실상 구속력 있는 의결 기구로 운영돼왔고, 특히 종교계 위원 전원 찬성으로 의결하는 현 제도는 사전검열적인 기능을 수행해 예술의 자유를 침해하는 위헌적인 조항으로 판단해 시립예술단 종교화합 자문위원회를 폐지하기로 결정했다.

향후 시립예술단 설치 조례 상의 종교화합 자문위원회 조항은 입법예고, 시의회 조례안 심사를 거쳐 오는 7월 경 삭제될 예정이다.

홍준표 대구시장은 “자문성격의 종교화합 자문위원회가 본 취지와 다르게 사전검열적 성격를 가지고 운영되어 문화예술의 자유를 침해하는 위헌적 조항이므로 해당 위원회를 폐지하게 되었다”며, “시민의 세금으로 운영되는 공공예술단으로서 종교중립 의무 준수는 필수인 만큼 실효성 있는 시립예술단 종교편향 방지대책을 마련함과 동시에, 지역 문화예술 발전을 위해 예술계·종교계 간 소통과 화합도 강화해 나가겠다”고 밝혔다.

한편, 대구시는 종교화합 자문위원회 폐지로 인해 시립예술단 운영상의 공공성이 저하되는 일이 없도록 특정 종교음악으로 인한 논란을 사전에 예방하고 종교중립 의무의 준수를 보다 강화하는 내용의 종교편향 방지대책을 별도로 수립하여 시행할 계획이다.
