【브레이크뉴스 대구】박은정 기자=대구시는 주택시장 침체로 인한 파급력을 최소화하기 위해 ‘주택의 우선대상 공급 대상 거주기간 제도’를 폐지하기로 했다고 23일 밝혔다.

‘주택의 우선공급 대상 거주기간 제도’는 주택공급 물량 부족과 청약 과열될 시 지역 거주자에게 주택을 우선 공급하기 위한 제도로 2017년 도입됐다. 

대구시는 주택시장 안정화 대응을 위해 지난 8월∼9월 주택정책자문단 및 부동산 전문가 회의와, 11월 15일 대구시 주거정책심의위원회를 개최했다.

주거정책심의위원회에서는 ‘주택의 우선공급 대상 거주기간 완화’에 대해 참석 위원들 모두가 거주기간 폐지 요구와 근본적인 부동산 거래활성화를 위해 세제 및 금융지원 완화, 임대등록 사업자 규제 완화, 조정대상지역 등 규제 및 해제 권한의 지자체 이양이 필요하다고 주장했다.

대구시는 주거정책심의위원회 의견을 최종 수렴해 이번 달 말 주택의 우선공급대상 지정 고시 폐지를 위한 행정예고를 실시하고 12월 중 시행으로 실수요자의 공급 편의를 증진할 계획이다.

우선 공급대상 거주기간을 폐지해도 광역시 전매제한(3년)으로 투기 세력의 유입은 제한될 것으로 보고 있다.

또 국토교통부에 주택거래 활성화를 위한 세제 및 금융지원 강화, 임대등록사업자 규제 완화, 지역의 특성에 맞게 탄력적으로 대응할 수 있는 주택정책 권한 위임 등을 요청했다.

권오환 대구시 도시주택국장은 “미분양 현황, 주택시장 침체는 단기간 해결되기는 어려운 상황이지만 지속적으로 주거정책심의위원회 등 전문가 자문회의를 개최해 민·관이 함께 미분양 물량 해소 및 주택시장 안정화 방안을 마련하는 등 주택시장이 연착륙할 수 있도록 다각적인 대책을 추진할 것”이라고 밝혔다.
