이번 변경은 2011년 첫 지정 이후 14년 만에 이뤄진 개편으로, 급격하게 변화하는 산업 환경에 대응하고 디지털 융복합 산업 육성과 글로벌 기술사업화 경쟁력 확보에 중점을 둔 것이 특징이다.

변경 고시에 따라 대구특구는 기존 19.448㎢에서 19.779㎢로 0.331㎢ 확대됐으며, 기존 테크노폴리스지구, 융합R&D지구, 지식서비스R&D지구, 성서첨단산업지구, 의료R&D지구 등 5개 지구 체계를 유지하되 총 10곳의 지역이 추가·확장됐다.

특히 테크노폴리스지구에는 지역 모빌리티 산업을 지원할 ‘지능형자동차부품진흥원’과 글로벌 실증 역량을 강화할 ‘국가물산업클러스터’가 포함됐다. 융합R&D지구에는 수성알파시티가 편입돼 인공지능 기반 산업 전환(AX·DX)을 앞당기고, 경북대학교 동인캠퍼스가 추가 지정돼 의료바이오 분야 연구개발 및 기술사업화의 폭이 확대될 전망이다.

또한 지식서비스R&D지구에는 경산 대임지구, 경산산학융합원, 영남대학교 등이 추가·확장돼 대학 연구 역량을 기반으로 한 창업 촉진과 기업 스케일업, 산학연 협력 체계 고도화가 기대되고 있다.

대구특구는 대덕특구에 이어 전국 두 번째 연구개발특구로 지정된 이후 영남권 첨단 산업 혁신 거점 역할을 해왔다. 지정 초기 314개였던 입주기관은 2023년 기준 1,090개로 3.5배 증가했으며, 같은 기간 기술이전 건수는 92건에서 571건(6.2배), 특허 등록 건수는 3,741건에서 16,845건(4.5배)으로 증가해 지역 경제의 핵심 성장축으로 자리매김했다.

특구 내 기업을 대상으로 한 법인세·소득세 면제, 취득세 감면, 신기술 실증 규제특례 등 다양한 지원제도도 운영되고 있어 산업 경쟁력 강화 효과가 더욱 확대될 것으로 전망된다.

최운백 대구광역시 미래혁신성장실장은 “이번 지정 변경은 대구·경북이 하나의 혁신 경제권으로 도약하는 중요한 전환점”이라며 “확대된 연구·산업 인프라를 기반으로산학연 협력을 강화해 글로벌 수준의 미래 산업 경쟁력을 확보하겠다”고 말했다.

According to the revised notice, the Daegu Special Zone expanded by 0.331㎢ from 19.448㎢ to 19.779㎢. While maintaining the existing five districts—Technopolis District, Convergence R&D District, Knowledge Service R&D District, Seongseo High-Tech Industrial District, and Medical R&D District—a total of ten additional districts were added and expanded.

The Technopolis District includes the "Intelligent Automotive Parts Promotion Agency," which will support the local mobility industry, and the "National Water Industry Cluster," which will strengthen global demonstration capabilities. The Convergence R&D District will incorporate Suseong Alpha City, accelerating the AI-based industrial transition (AX/DX). The addition of Kyungpook National University's Dongin Campus is expected to expand the scope of R&D and technology commercialization in the medical and bio sectors.

Furthermore, the Knowledge Service R&D District will include the addition and expansion of the Gyeongsan Daeim District, the Gyeongsan Industry-Academia Convergence Center, and Yeungnam University, promising to foster startups based on university research capabilities, scale up businesses, and enhance industry-academia-research cooperation.

Since being designated as the second R&D special zone in Korea, following Daedeok, the Daegu Special Zone has served as a hub for advanced industrial innovation in the Yeongnam region. The number of resident organizations increased 3.5-fold from 314 at the start of the designation to 1,090 by 2023. During the same period, the number of technology transfers increased 6.2-fold from 92 to 571, and the number of patents registered increased 4.5-fold from 3,741 to 16,845, solidifying the zone's position as a key growth engine for the regional economy.

Various support programs are also in place for companies within the special zone, including corporate and income tax exemptions, acquisition tax reductions, and regulatory exemptions for new technology demonstrations. This is expected to further enhance the industrial competitiveness of the zone.

Choi Woon-baek, Director of the Future Innovation Growth Office of Daegu Metropolitan City, stated, "This designation change marks a significant turning point for Daegu and Gyeongbuk to emerge as a unified innovation economic zone. Building on the expanded research and industrial infrastructure, we will strengthen industry-academia-research cooperation to secure future industrial competitiveness at a global level."
