경북도는 2월 23일 경산시청에서 도 정책기획국장과 남부권 시군 기획부서장, 담당자 등 50여 명이 참석한 가운데 도-시군 통합발전구상 정책협의회를 개최했다. 이번 협의회에는 영천시, 경산시, 청도군, 고령군, 성주군 관계자들이 참여했다.

통합발전구상 정책협의회는 올해 도정 핵심 키워드인 ‘민생·현장·연합’에 맞춰 22개 시군과 협력체계를 강화하기 위한 현장 중심 회의다. 지난 2월 10일 북부권, 20일 동부권에 이어 이번에 남부권을 대상으로 진행됐다.

이날 회의에서는 영천·경산을 연계한 ‘모빌리티 연합도시’, 청도·고령·성주의 문화·관광 자원을 활용한 ‘세계역사문화관광 수도’ 구상 등 경북도의 연합도시 발전 전략이 공유됐다. 아울러 대구경북 행정통합 특별법안에 반영된 시군 권한 강화, 신산업 육성, 지역 균형발전 관련 특례 내용도 설명됐다.

특히 남부권에 적용 가능한 맞춤형 특례가 강조됐다. 경북도는 미래모빌리티 부품산업 등 첨단산업 육성, 지역발전 인력 양성 특례, 시군 특성화산업 지정·지원, 균형발전을 위한 교통망 구축, 통합특별시 도시철도 사업 특례 등을 통해 지역 경쟁력을 높이겠다는 방침이다. 신라·가야·유교 역사문화 자원을 연계한 역사문화벨트 조성과 문화·관광 인프라 확충 지원 특례도 추진 과제로 제시됐다.

이와 함께 대구도시철도 1호선 영천 연장, 경산-울산 간 고속도로 건설, 청도 항암·웰빙 작물 종합지원 허브 구축, 고령 정원도시 조성, 성주 신시가지 도시개발사업 등 각 시군이 건의한 주요 사업을 통합 특별법안상의 특례를 활용해 구체화해 나갈 계획이다.

경북도는 남부권 공동 발전을 견인할 대규모 프로젝트 발굴로 이어질 수 있도록 시군 간 협력을 강화하고 관련 논의를 지속한다는 방침이다.

안성렬 경상북도 정책기획관은 “올해는 시군과의 연대뿐 아니라 시군 간 연합 전략을 통해 지역 발전을 이끌겠다”며 “행정통합이 시군 주요 현안 해결과 중장기 발전의 기폭제가 될 수 있도록 남부권을 포함한 22개 시군과 적극 협력하겠다”고 밝혔다.

Gyeongsangbuk-do Province, along with five cities and counties in the southern region, has embarked on addressing local issues, developing a mid- to long-term development strategy, and identifying specialized projects for each region in preparation for the administrative integration of Daegu and Gyeongbuk.

On February 23, Gyeongsangbuk-do Province held a policy council meeting on the integrated development plan at Gyeongsan City Hall. Approximately 50 people, including the provincial policy planning director, planning department heads from the southern region, and other officials, attended the meeting. Representatives from Yeongcheon City, Gyeongsan City, Cheongdo County, Goryeong County, and Seongju County participated.

The integrated development plan policy council meeting is a field-focused meeting designed to strengthen cooperative systems with the 22 cities and counties, in line with this year's provincial administration's key keywords: "People's Livelihood, Field, and Alliance." Following meetings in the northern region on February 10th and the eastern region on February 20th, this meeting focused on the southern region.

The meeting shared North Gyeongsang Province's development strategies for integrated cities, including a "mobility integrated city" linking Yeongcheon and Gyeongsan and a "World Historical, Cultural, and Tourism Capital" initiative leveraging the cultural and tourism resources of Cheongdo, Goryeong, and Seongju. Furthermore, the special provisions reflected in the Daegu-Gyeongbuk Administrative Integration Special Act, including strengthening city and county authority, fostering new industries, and balanced regional development, were explained.

Tailored special provisions applicable to the southern region were particularly highlighted. North Gyeongsang Province plans to enhance regional competitiveness by fostering cutting-edge industries such as the future mobility parts industry, special provisions for training regional development personnel, designating and supporting specialized industries for cities and counties, establishing a transportation network for balanced development, and special provisions for the integrated metropolitan subway project. Other initiatives proposed include the creation of a historical and cultural belt linking the historical and cultural resources of the Silla, Gaya, and Confucian dynasties, and special provisions for supporting the expansion of cultural and tourism infrastructure.

Additionally, the province plans to utilize special provisions under the Special Act on Integration to implement key projects proposed by each city and county, including the extension of Daegu Subway Line 1 to Yeongcheon, construction of the Gyeongsan-Ulsan Expressway, establishment of a comprehensive support hub for anticancer and wellness crops in Cheongdo, creation of a garden city in Goryeong, and urban development in the new city center in Seongju.

Gyeongsangbuk-do Province plans to strengthen cooperation and continue related discussions among cities and counties to identify large-scale projects that will drive joint development in the southern region.

Ahn Seong-ryeol, Director of Policy Planning for Gyeongsangbuk-do Province, stated, "This year, we will drive regional development not only through solidarity with cities and counties but also through joint strategies among cities and counties. We will actively cooperate with the 22 cities and counties, including those in the southern region, to ensure that administrative integration can address key issues and serve as a catalyst for mid- to long-term development."
