경북도는 최근 포항지방해양수산청과 울릉군, 여객선사 등과 두 차례 대책 회의를 열고 “항로 단절만은 반드시 막자”는 공감대 아래 대체 운항 방안을 논의했다. 그 결과 울릉크루즈(주)와 ㈜대저페리가 공동으로 비용을 부담해 대체선 투입을 결정했다.

대체 운항하는 썬라이즈호는 442명을 수용할 수 있는 쌍동쾌속선으로, 포항–울릉 구간을 약 3시간 40분 만에 운항한다. 뉴시다오펄호보다 흔들림이 큰 편이지만 운항 시간이 3시간가량 단축돼 주민들의 일상 이동에는 시간적 여유가 생길 것으로 기대된다.

내년 3월부터는 엔진 수리를 마친 대형쾌속여객선 ‘엘도라도ex호’가 다시 투입되며, 기존 뉴시다오펄호와 함께 포항–울릉 생활 항로 운영 안정성은 더욱 강화될 전망이다. 주민들 사이에서는 매년 반복되는 동절기 뱃길 단절 우려가 제기됐으나, 대형 여객선 2척 체제로 운영되면 안정성이 크게 높아질 것으로 보인다.

경북도는 겨울철 비수기 선사의 경영 악화로 발생하는 휴항 문제를 근본적으로 해결하기 위해 해양수산부 등 중앙부처에 ‘동절기 생활권 항로’ 보조항로 지정과 운항 결손금 지원을 건의한 상태다.

최영숙 경상북도 환동해지역본부장은 “국민의 기본권인 이동권이 제한되어서는 안 된다”며 “내년 1월부터 겨울철 울릉도를 찾는 관광객과 군 장병 면회객에게 여객선 운임 일부를 지원하는 사업을 시행해, 뱃길이 끊기지 않도록 하고 사계절 관광 활성화를 통해 침체된 섬 지역 경제 회복의 발판을 마련하겠다”고 밝혔다.

Choi Young-sook, head of the Gyeongsangbuk-do East Sea Regional Headquarters, said, “The people’s basic right to movement should not be restricted,” and added, “Starting in January next year, we will implement a project to partially support passenger ship fares for tourists and military personnel visiting Ulleungdo during the winter. This will ensure that sea routes are not interrupted and lay the foundation for revitalizing the stagnant island region’s economy by revitalizing tourism throughout the four seasons.”
