이날 회의에는 도지사 권한대행을 비롯한 경북도 관계자와 산불 피해 5개 시·군 부단체장, 산림조합장, 피해자단체 등 30여 명이 참석해 피해 주민 지원 방안과 재건 과제를 점검했다.

경북도는 회의에서 피해 주민들이 제도를 충분히 인지하지 못해 지원에서 소외되는 사례를 방지하기 위해 산불 피해 지원 제도를 상세히 설명하고, 추가 지원 사례를 공유했다. 이어 주민 및 단체들과 함께 생계 회복과 재건 방향 등 주요 현안을 논의했다.

참석한 피해 주민들은 복구 장기화에 따른 생활·생업 회복의 어려움을 호소하며, 특히 소득 감소와 건강 악화 등 산불 이후 발생한 2차 피해가 현행 지원 체계에 충분히 반영되지 못하고 있다고 지적했다.

이에 경북도는 2차 피해와 생업 회복 문제를 제도적으로 반영할 수 있는 추가 지원 방안을 적극 검토하기로 했다.

앞서 2025년 3월 발생한 초대형 산불은 9만9,417헥타르의 산림을 소실시키고 26명의 사망자를 포함해 총 175명의 인명 피해와 3,819동의 주택 피해를 남기는 등 역대 최대 규모의 피해를 기록했다.

경북도는 총 1조 8,310억 원 규모의 복구 예산을 확정하고, 특별법 제정을 통해 국가 차원의 종합 지원 체계를 구축하는 등 피해 복구에 행정력을 집중하고 있다.

또한 임시주택 공급과 생활안정지원금 지급, 농·축·임업 및 소상공인 지원 등 다양한 분야에서 실질적인 지원을 이어가고 있으며, 피해 주민의 일상 회복을 위한 지원을 단계적으로 확대하고 있다.

아울러 올해 1월 29일 시행령 발효로 국무총리 소속 ‘피해지원 및 재건위원회’가 출범함에 따라, 소상공인과 중소기업 시설 복구 지원 및 주택·농림수산업 피해에 대한 현실적 보상 등 보다 체계적인 지원이 추진될 전망이다.

이와 함께 의성군 점곡면 일대 산림경영특구 1호 사업을 중심으로 피해지역을 지역 발전의 거점으로 전환하기 위한 재건 비전도 제시됐다.

황명석 경북도지사 권한대행은 “특별법과 재건위원회가 본격 가동된 만큼 사각지대 없는 추가 지원에 도정 역량을 집중하겠다”며 “재건사업은 주민 참여를 기반으로 추진해 실질적인 소득 증대로 이어지도록 하겠다”고 밝혔다.

한편 회의 참석자들은 회의 종료 후 인근 산불 피해 현장을 찾아 복구 상황을 점검하고, 이재민들의 애로사항을 청취하는 등 현장 중심의 소통을 이어갔다.
