【브레이크뉴스 경북 】이성현 기자= 경상북도의 산불 피해 복구가 단순히 이전 상태로 되돌리는 것을 넘어 재창조 수준의 미래 재설계가 동반될 것으로 보인다.

경상북도 양금희 경제부지사는 7일 언론브리핑에서 “초대형 산불극복을 위한 ‘경제산업 재창조 2조 프로젝트’를 가동한다“고 밝혔다.

양 부지사는 ”산불피해의 극복이 단순히 재난 이전의 상태로 되돌리거나 다시 만드는 것에 머무른다면 퇴행이다. 복구와 재건을 넘어 지역의 미래를 재설계하는 ‘재창조’ 수준의 청사진이 필요하다”고 강조하고 5개 시군을 모두 포함하는 ‘경제산업 재창조 2조 프로젝트’를 내놓았다.

 4대 분야 20개 과제로 구성된 경상북도 ‘초대형 산불극복 경제산업 재창조 2조 프로젝트’는 재정과 민자를 총망라한 사업들로 구성, 크게는 지역특화산업인 바이오 농생명산업을 미래형으로 육성하되,  이를 위해 농공단지의 새로운 패러다임을 제시하는 산업 분야와 골목상권과 관광산업을 포함하는 민생분야로 나누었다. 

◈ 산업분야 

우선 산업분야에서는 피해지역 특화산업의 재창조를 위해 농수산업을 미래형으로 재편하는데 속도를 낸다. 

민간투자를 적극 유치해 의성을 중심으로 내륙지역에 총 10만평에 달하는 ‘스마트팜 클러스터’를 만들고, 영덕에는 ‘동해안 스마트양식 콤플렉스’를 만든다는 구상이다. 

특히, 스마트팜 단지는 약 2,000억원 규모의 투자를 우치할 방침이다.  경북에 투자의향을 가지고 있는 농업회사법인들과 협의체를 만들어 추진할 계획으로, 시군들이 보유한 국공유지를 대상으로 1차 투자사업을 발굴한 뒤, 지역활성화투자펀드 같은 정책금융과 민간자금들을 적극 활용한다는 것.

스마트양식 콤플렉스도 마찬가지로 민간투자사업으로 진행된다. 사업대상지 탐색 등을 위한 관련 용역을 올해 내로 발주하고 투자대상기업들과 협의를 진행하겠다는 것이 경북도의 계획이다.  

양금희 경제부지사는 “스마트팜과 스마트양식은 지속가능한 농어촌을 만들기 위해 꼭 필요한 혁신적인 접근방식”이라며 “오늘 우리가 뿌린 씨앗들을 먹고 후손들은 첨단기업의 직원으로, CEO로 성장하게 될 것”으로 설명했다.

민선 7기와 8기를 거치면서 헴프규제자유특구와 국가산단지정 등의 성과로 발전시켜 온 바이오생명산업의 투자도 확대된다.  

이를 위해 피해를 입은 헴프규제자유특구의 재배시설 복원은 물론, 원료의약품 생산을 위한 GMP시설 구축에 재정을 투입, 헴프를 활용한 의약품 생산과 제약기업 투자유치를 위한 발판을 마련한다. 또,  도청신도시에는 바이오와 농생명 분야 창업밸리를 조성해 지역기업들이 혁신 제품을 만들고 이를 시장에 내놓는 도전 기회를 확대 제공하기로 했다.  

이와 관련해 경북도 관계자는 “이미 도청신도시와 바이오산단 인근은 규제자유특구, 도시첨단산업단지 지정과 더불어 식품산업 연구개발 인프라들이 풍부하게 갖추어져 있다”며 “여기에 벤처창업 공간만 갖춘다면 국가산단 출범과 함께 바이오식품 클러스터로서 새로운 성장의 시대를 맞을 것”으로 기대했다.

경북도는 이와 함께 지역의 농산물들이 6차 산업화 될 수 있도록 ‘전통주 산업 클러스터’도 속도를 내기로 했다. 

피해 심한 농공단지 강소산업단지로 재창조 이름도 바꾼다. 공장이 전소되는 등 심각한 피해를 입은 농공단지는 이름도 바뀌는 등 이번 피해로 완전히 다른 모습으로 탈바꿈 될 것으로 보인다.

양금희 경제부지사는 “농공단지는 ‘기업이 시작되는 요람’이지만 규모가 작고 기업들이 많지 않아 정책적 배려에서 소외됐었다”고 지적하고 “농공단지가 조속히 정상화될 수 있도록 가용 수단을 총동원하는 것은 물론, 국가 차원에서 ‘안전하고 기업하기 좋은 기회의 땅’으로 재창조하겠다”는 구상을 밝혔다.

이에 따라 피해가 막심한 남후농공단지와 영덕 제2 농공단지는 ‘안전하고 스마트한 농공단지’로 변신하는 시범사업을 국가에 제안하고, 이곳에 방화시설과 소방인프라를 대폭 확대할 방침이다. 또, 투자기업들의 스마트공장화와 탄소중립 실현을 위한 지붕형태양광 사업 등도 함께 지원한다.

명칭도 기존 농공단지 대신 ‘강소산업단지’로 전환하고, 비즈니스와 주거가 복합된 커뮤니티시설과 규제샌드박스 등을 제공, 기업하기 좋은 환경을 제대로 마련해 국가정책혁신모델로 만들어간다. 

◈ 민생분야 

양금희 경제부지사는 “지역 골목상권은 사실상 지역경제를 견인하고 있고 골목상권이 활성화되면 지역경제가 살아난다”고 전제하고  피해를 입은 골목상권을 재창조하는 명소화 전략을 내놓았다.

이를 위해 피해추정 금액만 100억원에 이를 정도로 피해가 심한 청송 음식테마거리(달기약수탕)를 대상으로 재건 비용은 물론, 브랜드 개발과 마케팅 지원 등 재기 비용까지 종합 지원하는 300억 원 가량의 활성화 프로젝트를 가동할 계획이다. 또, 영양과 의성에도 전통시장과 지역특산물을 가지고 새로운 명소를 창조한다. 전통시장 인근에 푸드테크 연구소 등 미식벨트 조성을 위한 인프라 구축을 지원하고, 소상공인 복합지원센터 등도 만든다.

경북도는 관광산업에도 7천330억원을 투자한다. 영덕 고래불해수욕장에 250실 2천500억원 규모의 5성급 호텔리조트를 조속히 건설하고, 청송에는 골프장과 체류형 숙박시설을 포함하는 1천330억원의 산림레포츠 휴양단지를 만들 계획이다. 영양에는 수비면 죽파리 자작나무숲 일근을 소규모관광단지로 조성하면서 1,500억원 규모의 체류형 산림리조트를 새롭게 건설한다.

동시에 의성에는 스마트팜 유치와 함께 미래 농업을 주제로 2천억원이 투입되는 테마파크 건설도 구상중이다. 시군과 부지 등 사업규모 협의가 완료되는 대로 경상북도 차원의 용역에 돌입한다.

양금희 式 재창조 프로젝트 추진단 구성

한편, 총 투자금액만 2조원이 넘는 프로젝트의 실행력 확보를 위해 양금희 경제부지사가 단장을 맡는 민관합동 ‘산불극복 경제산업 재창조 추진단;이 구성됐다. 추진단은 특화산업, 농공단지, 골목상권, 관광산업 등 4개 분과로 나누어 운영되고, 민간투자활성화를 위한 금융자문그룹과 경북연구원을 주축으로 연구지원그룹이 지원조직으로 활동할 예정이다.

단장을 맡은 양금희 경제부지사와 경북도정의 총 책임자인 이철우 도지사는 미래에 물려주어야 할 새로운 공동체를 집중 강조하며 도민들의 적극적인 지원을 요청했다. 

양금희 경제부지사는 “산불피해 극복을 넘어 재창조를 준비하는 경제의 시간이 다가온다”며 “국가적 재난과 지방소멸이라는 시험대 앞에서 후손에게 물려줄 공동체를 남기는 것을 고민하고 미리 준비해야 한다”고 말했다. 

이철우 도지사도 “우리가 잘살아 보자는 일념으로 새마을운동을 했던 창조의 역사처럼 후손들에게 물려줄 정신적‧물질적 자산들을 만드는 것이 곧 시대적 소명”이라 전하며 “소멸 위기에 처한 지역과 국가를 견인할 새로운 미래공동체가 싹 틀수 있도록 아픔을 딛고 모두 함께 준비 또 준비를 하자”고 강조했다.

It is largely divided into the industrial field that fosters the regional specialized industry, bio-agricultural and bio-industry, as a future-oriented industry, and the livelihood field that includes alleyway businesses and the tourism industry to present a new paradigm for the agricultural and industrial complex.

◈ Industrial field

First, in the industrial field, we will speed up the reorganization of the agricultural and fishery industry into a future-oriented one in order to recreate specialized industries in the affected areas.

The plan is to actively attract private investment to create a ‘smart farm cluster’ totaling 100,000 pyeong in inland areas centered around Uiseong, and to create an ‘East Coast Smart Aquaculture Complex’ in Yeongdeok.

In particular, the smart farm complex plans to attract an investment of approximately 200 billion won. The plan is to create a consultative body with agricultural corporations that are willing to invest in Gyeongbuk and promote it, and to actively utilize policy finance such as the regional revitalization investment fund and private funds after discovering the first investment project targeting public land owned by cities and counties.

The smart aquaculture complex will also be carried out as a private investment project. Gyeongbuk Province plans to commission related services for exploring business sites and hold discussions with investment target companies within this year.

Yang Geum-hee, Vice Governor for Economic Affairs, explained, “Smart farms and smart aquaculture are innovative approaches that are absolutely necessary to create sustainable rural areas,” and “Our descendants will grow into employees and CEOs of cutting-edge companies by eating the seeds we sow today.”

Investment in the bio-life industry, which has been developed through achievements such as the hemp regulation-free special zone and national industrial complex designation during the 7th and 8th elected governments, will also be expanded.

To this end, we will invest in restoring the cultivation facilities in the damaged hemp regulation-free special zone, as well as in building GMP facilities for the production of raw pharmaceuticals, thereby laying the foundation for the production of pharmaceuticals using hemp and attracting investment from pharmaceutical companies. Regarding this, a Gyeongbuk official said, “The area around the provincial government new town and the bio industrial complex is already rich in food industry research and development infrastructure, along with the designation of a regulation-free special zone and urban high-tech industrial complex,” and added, “If we can add a venture startup space here, we will enter a new era of growth as a bio-food cluster along with the launch of the national industrial complex.”

In addition, Gyeongbuk Province decided to speed up the ‘traditional liquor industry cluster’ so that local agricultural products can become the 6th industrialization.

Severely damaged agro-industrial complex to be recreated as Gangso Industrial Complex and renamed

The agro-industrial complex, which suffered serious damage such as the complete destruction of its factories, is expected to be completely transformed by the damage, including a change in its name.

Yang Geum-hee, Vice Governor for Economic Affairs, pointed out that “although agro-industrial complexes are ‘cradles where businesses start,’ they have been neglected from policy considerations because they are small in scale and do not have many businesses,” and announced a plan to “mobilize all available means so that agro-industrial complexes can be normalized as soon as possible, and at the national level, to recreate them as ‘safe and good lands of opportunity for businesses.’”

Accordingly, the Namhu Agro-Industrial Complex and Yeongdeok 2nd Agro-Industrial Complex, which suffered severe damage, will propose a pilot project to the government to transform them into ‘safe and smart agro-industrial complexes,’ and will significantly expand fire prevention facilities and fire infrastructure there. In addition, they will support smart factories for investment companies and rooftop solar power projects to achieve carbon neutrality.

The name will be changed from the existing Agro-Industrial Complex to ‘Gangso Industrial Complex’, and a business-friendly environment will be properly established by providing a community facility that combines business and housing, a regulatory sandbox, etc., and making it a model for national policy innovation.

◈ People’s Livelihood

Yang Geum-hee, Deputy Governor for Economic Affairs, said, “Local alley shops are actually driving the local economy, and when alley shops are revitalized, the local economy will be revived,” and presented a strategy to recreate damaged alley shops as landmarks.

To this end, a revitalization project worth about 30 billion won will be launched, targeting the Cheongsong Food Theme Street (Dalgi Yaksu-tang), which has suffered severe damage to the extent that the estimated damage amount is 10 billion won, and comprehensively supporting not only reconstruction costs but also brand development and marketing support, etc.

In addition, new landmarks will be created in Yeongyang and Uiseong with traditional markets and local specialties. Infrastructure for creating a gourmet belt, such as a food tech research institute near the traditional market, will be supported, and a small business complex support center will also be created.

<Promoting tourism infrastructure investment worth over 700 billion won in forest fire-damaged areas>

Gyeongbuk Province is also investing 733 billion won in the tourism industry. It plans to quickly build a 250-room, 250 billion won five-star hotel/resort at Yeongdeok Goraebul Beach,

and a 133 billion won forest sports resort complex including a golf course and lodging facilities in Cheongsong. In Yeongyang, a 150 billion won lodging-type forest resort will be newly built while developing the Jukpari birch forest in Subi-myeon into a small-scale tourist complex.

At the same time, a 200 billion won theme park themed on future agriculture is also being planned in Uiseong along with attracting smart farms. As soon as the city/county and site and other business scale discussions are completed, Gyeongsangbuk-do-level services will begin.

Yang Geum-hee-style Re-creation Project Promotion Team Formed

Meanwhile, in order to secure the execution power of the project with a total investment amount of over 2 trillion won, the public-private joint ‘Forest Fire Overcoming Economic Industry Re-creation Promotion Team’ headed by Yang Geum-hee, Vice Governor for Economic Affairs, was formed. The Promotion Team will be divided into four divisions: specialized industries, agricultural and industrial complexes, alleyway businesses, and tourism industries, and the Financial Advisory Group for Activating Private Investment and the Gyeongbuk Research Institute will serve as the support organization, with the research support group as the main support organization.
