이번 사업은 인구정책 협력, 정원 관광, 통일 메신저를 3대 축으로 구성된다. 주요 사업은 ▲APEC 인구정책 협력위원회 창설 및 국립 인구정책 연구원 설립, ▲신라통일 평화 정원 조성, ▲한반도 평화통일 미래센터 유치 등이다.

경북도는 이번 APEC 정상회의에서 채택된 ‘인구구조 변화 대응 공동체계(framework)’의 실질적 이행을 위해 글로벌 인구정책 네트워크 가동이 필요하다고 밝혔다. 이를 위해 APEC 회원국 간 인구구조 변화 대응 규범을 협력·개발하는 ‘APEC 인구정책 협력위원회’를 창설하고, 국내 연구기관인 ‘국립 인구정책 연구원’을 설립할 계획이다.

국립 인구정책 연구원은 저출생 등 국가 인구 위기에 대응하는 총괄 지휘 본부 역할을 수행하며, 국비 약 400억 원이 투입될 예정이다. 연구원 설립 유치 연구용역은 완료 단계에 있으며, 협력위원회 창설 용역은 이미 착수했다. 도는 용역 결과를 바탕으로 정부에 국비 확보 등을 건의할 계획이다.

경주 일원에는 ‘신라통일 정원’ 조성이 추진된다. 미래 통일 정원, 화랑 평화 정원, 신라 왕경 숲 정원, 천년 평화 숲길 등 3개 정원 공간과 숲길 연결을 통해 통일과 평화, 왕경의 역사적 가치를 담은 세계적 평화 정원 관광 명소를 만든다는 목표다. 총 사업비는 국비 160억 원을 포함한 320억 원 규모다. 경북도는 기본계획 수립 후 중앙부처 및 국회와 지속 협의할 방침이다.

한반도 평화통일 미래센터도 경주에 유치해 평화·통일 공감대를 국내외에 확산시킨다. 센터는 국비 490억 원 규모로 교육, 학술 연구, 국제교류 기능을 종합하고, 통일 교육 지구, 한반도 공감 지구, 세계 평화 지구 등으로 구성된다. 도는 올해 국회와 통일부에 지속적으로 건의하며 내년도 국비 확보에 총력을 기울일 계획이다.

이철우 경북도지사는 “평화 APEC 3대 사업을 통해 경북 전역에 APEC 성공의 혜택이 공유되고, 성공 효과를 극대화하겠다”며 “국립 인구정책 연구원 설립과 APEC 인구정책 협력위원회 창설 등 글로벌 인구정책 네트워크 구축을 위해 정부의 적극적 지원을 요청한다”고 밝혔다.

To this end, the province plans to establish the "APEC Population Policy Cooperation Committee," which will collaborate and develop standards for responding to population structure change among APEC member countries, and to establish the "National Population Policy Research Institute," a domestic research institute.

The National Institute for Population Policy (NIP) will serve as the central command center for responding to national population crises, including low birth rates. Approximately 40 billion won in national funding will be invested. The research project to attract the institute's establishment is nearing completion, and the project to establish a cooperative committee has already begun. Based on the results of the project, the province plans to propose securing national funding to the government.

② Establishing a Global Peace Tourism Hub to Promote APEC Peace Values

The Gyeongju area is pursuing the creation of the "Silla Unification Garden." The goal is to create a world-class peace garden tourist attraction that embodies the historical values ​​of unification, peace, and the royal capital by connecting three garden spaces and forest paths: the Future Unification Garden, the Hwarang Peace Garden, the Silla Royal Capital Forest Garden, and the Millennium Peace Forest Trail. The total project cost is 32 billion won, including 16 billion won in national funding. Gyeongbuk Province plans to continue consultations with central government agencies and the National Assembly after establishing the master plan.

③ Establishing a global peace and unification education and experience center inheriting the spirit of Silla's unification

The Korean Peninsula Peace and Unification Future Center will also be established in Gyeongju to spread a consensus on peace and unification both domestically and internationally. The center, with a national budget of 49 billion won, will integrate education, academic research, and international exchange functions and consist of a Unification Education Zone, a Korean Peninsula Empathy Zone, and a World Peace Zone. The province plans to continue making proposals to the National Assembly and the Ministry of Unification this year and make every effort to secure national funding for next year.

Governor Lee Cheol-woo of Gyeongsangbuk-do Province stated, "Through the three major Peace APEC projects, we will share the benefits of APEC's success throughout Gyeongsangbuk-do and maximize its impact."
