경북도는 3일 도청 동부청사에서 첫 회의를 열고, 최근 국회를 통과한 ‘철강산업 경쟁력 강화 및 탄소중립 전환을 위한 특별법(일명 K-스틸법)’ 시행에 대응하기 위한 실무 체계를 확립했다고 밝혔다.

추진단은 경북도 에너지산업국장이 단장을 맡고 포항시, 경북연구원, 포항산업과학연구원(RIST), 포항소재산업진흥원(POMIA), 포항상공회의소 등 산·학·연·관 전문가 20여 명이 참여한다.

정책지원·기업지원·사업기획 등 3개 실무 분과가 구성됐으며, 특별법 시행령 대응에서부터 지역 철강 기업 회생 지원, 구조 전환 로드맵 수립까지 단계별 과제를 추진할 계획이다.

특히 경북도는 특별법 제정 과정에서 반영되지 못한 전기요금 감면 등 핵심 지원책을 향후 시행령과 기본계획에 포함시키기 위해 전남 광양·충남 당진 등 철강 거점 지방정부와 공동 대응에 나선다. 공동 건의문 채택, 정부 협의 등 연대 전략도 가동할 예정이다.

경북도는 포항 철강산업단지의 저탄소 전환 기반 마련을 위해 ‘저탄소 철강특구’ 지정도 추진한다. 특구 기본계획은 2026년 상반기 수립 후 같은 해 하반기에 정부에 신청할 계획이다.

또한 체질 개선과 기업 금융 지원을 위해 2026년부터 5년간 1,500억 원 규모의 ‘경북형 철강 대전환 펀드’를 조성하고, 고용유지·구조조정 컨설팅·규제 지원 등을 통합 제공하는 ‘원스톱 지원데스크’를 운영한다.

경북도는 범용재 중심의 기존 철강 구조에서 벗어나 고부가·저탄소 중심 산업으로 재편하기 위해 AX(인공지능 전환)·DX(디지털 전환) 중심 사업도 본격화한다.

주요 사업은 철강·금속 디지털전환 실증센터 구축(2024~2028, 220억 원), 철강산업 AI 융합실증 허브 구축(2026~2030, 240억 원), 포항 디지털기반 자원순환 시범산단 구축(2026~2028, 125억 원), 수출형 강관 신뢰성평가 기반 고도화(2026~2029, 200억 원), 포항철강산단 산업부산물 저탄소 순환이용 실증(2026~2028, 125억 원) 등 이다

이철우 경상북도지사는 “K-스틸법 통과가 끝이 아니라 출발점”이라며 “전기요금 감면 등 실질적 지원 근거를 확보하고, 철강 산업의 미래 전환 전략을 속도감 있게 추진해 경북을 대한민국 철강 재도약 중심지로 만들겠다”고 말했다.

Gyeongsangbuk-do Province officially launched the 'K-Steel Gyeongbuk Innovation Task Force' to promote a low-carbon transition in the steel industry and establish a corporate support system, and has begun work on institutional, financial, and technological transformations.

The task force is led by the Director of the Energy Industry Bureau of Gyeongsangbuk-do Province and includes approximately 20 experts from industry, academia, research, and government, including Pohang City, the Gyeongbuk Research Institute, the Pohang Research Institute of Industrial Science and Technology (RIST), the Pohang Materials Industry Promotion Agency (POMIA), and the Pohang Chamber of Commerce and Industry.

Three working-level divisions—policy support, corporate support, and business planning—have been established, and they plan to implement phased tasks ranging from responding to the enforcement ordinance of the special law, supporting the revitalization of local steel companies, and establishing a roadmap for structural transformation.

In particular, Gyeongsangbuk-do Province will work with local governments in steel hubs, such as Gwangyang in South Jeolla Province and Dangjin in South Chungcheong Province, to incorporate key support measures, such as electricity rate reductions, that were not reflected during the enactment of the special law into future enforcement ordinances and basic plans. They will also implement solidarity strategies, including the adoption of joint proposals and government consultations.

Gyeongsangbuk-do Province is also pursuing the designation of a "Low-Carbon Steel Special Zone" to lay the foundation for a low-carbon transition in the Pohang Steel Complex. The basic plan for the special zone will be established in the first half of 2026 and submitted to the government in the second half of the same year.

Furthermore, to improve the company's fundamentals and support corporate finance, a "Gyeongsangbuk-do Steel Transformation Fund" worth 150 billion won will be established over five years, starting in 2026. A "One-Stop Support Desk" will be established to provide integrated support for employment retention, restructuring consulting, and regulatory assistance.

Gyeongbuk Province is also actively implementing AX (Artificial Intelligence Transformation) and DX (Digital Transformation) projects to shift away from its existing steel industry structure, which focuses on commodity products, and restructure toward a high-value-added, low-carbon industry.

Key projects include the establishment of a digital transformation demonstration center for steel and metal (2024-2028, KRW 22 billion), the establishment of an AI convergence demonstration hub for the steel industry (2026-2030, KRW 24 billion), the establishment of a digital-based resource circulation pilot industrial complex in Pohang (2026-2028, KRW 12.5 billion), the advancement of the reliability assessment foundation for export-type steel pipes (2026-2029, KRW 20 billion), and the demonstration of low-carbon circular utilization of industrial byproducts in the Pohang Steel Industrial Complex (2026-2028, KRW 12.5 billion).

Governor Lee Cheol-woo of Gyeongsangbuk-do Province stated, "The passage of the K-Steel Act is not the end, but the starting point. We will secure the basis for practical support, such as electricity rate reductions, and expedite the future transformation strategy for the steel industry, making Gyeongsangbuk-do a hub for the resurgence of the Korean steel industry."
