경북도에 따르면 한일시장지사회의는 양국의 광역단체장이 참여하는 협의체로, 1999년 첫 회의를 시작으로 2년마다 번갈아 열려 왔다. 그러나 2017년 부산회의를 끝으로 한일 관계 경색으로 중단됐고, 2023년 11월 일본 야마나시현에서 6년 만에 재개됐다.

당시 회의 재개는 대한민국시도지사협의회장을 맡았던 이철우 지사와 일본 전국지사회장 히라이 신지 돗토리현 지사의 합의로 성사됐다.

이번 회의에는 한국 측에서 경북, 인천(협의회장 지자체), 세종, 강원, 전북 등 5개 단체장이, 일본 측에서는 나가노(전국지사회장)현을 비롯해 이와테, 미야기, 야마나시, 오카야마, 히로시마, 도쿠시마, 후쿠오카, 구마모토 등 9개 현 지사가 참석했다.

올해 회의의 주요 의제는 ‘인구 감소’와 ‘지방경제 활성화’였다. 참석자들은 지방소멸 위기에 대응하기 위한 각국의 정책과 사례를 공유하며, 지속 가능한 지방모델 구축을 위해 협력을 강화해야 한다는 데 뜻을 모았다.

이철우 지사는 인사말에서 “한일 수교 60주년을 맞아 새로운 60년을 향한 협력의 출발점에 서 있다”며 “이번 회의가 지방정부 간 교류를 확대하고 미래지향적 협력의 계기가 되길 바란다”고 말했다.

이어 ‘인구감소 및 지방소멸 대응’을 주제로 한 발표에서, 경북도가 추진 중인 ‘저출생과의 전쟁’ 선언과 지난 8월 돗토리현과 공동 개최한 ‘저출생 극복 국제공동포럼’을 언급했다. 그는 “국가적 위기인 저출생 문제 해결을 위해 지방정부가 실질적 역할을 해야 한다”며 한일 공동 대응의 필요성을 강조했다.

이 지사는 “양국 지방정부가 직면한 공통의 위기를 극복하기 위해 경험과 지혜를 공유하고 지속 가능한 협력 모델을 만들어가야 한다”고 덧붙였다.

이날 한일 지방정부 단체장들은 ‘미래 60년을 향한 공동선언문’을 채택하고, 제9회 회의는 2027년 일본에서 개최하기로 합의했다.

한일시장지사회의는 1998년 김대중 대통령 취임식에 참석한 일본 사이타마현 지사의 제안으로 출범 논의가 시작됐으며, 1999년 대한민국시도지사협의회의 구성과 함께 본격 운영됐다. 현재 한국의 17개 시·도지사와 일본의 47개 도도부현 지사가 참여해 지방정부 차원의 협력과 교류를 이어가고 있다.

North Gyeongsang Province Governor Lee Cheol-woo attended the 8th Korea-Japan Mayors' Council Meeting held at Gyeongwonjae in Incheon on the 12th and discussed ways to strengthen exchanges and cooperation between local governments and shared regional issues.

On the Japanese side, the governors of nine prefectures—Nagano (chair of the National Governors' Association), Iwate, Miyagi, Yamanashi, Okayama, Hiroshima, Tokushima, Fukuoka, and Kumamoto—attended.

The main agenda of this year's meeting was "population decline" and "local economic revitalization." Participants shared policies and practices from each country to address the local extinction crisis and agreed on the need to strengthen cooperation to build a sustainable local model.

Governor Lee Cheol-woo said in his opening remarks, "As we mark the 60th anniversary of diplomatic relations between Korea and Japan, we stand at the starting point of cooperation toward the next 60 years." He added, "I hope this meeting will expand exchanges between local governments and serve as an opportunity for future-oriented cooperation."

In a presentation titled "Responding to Population Decline and Local Extinction," he mentioned the "War on Low Birth Rates" declared by North Gyeongsang Province and the "International Joint Forum on Overcoming Low Birth Rates" co-hosted with Tottori Prefecture in August. He emphasized the need for a joint response between Korea and Japan, stating, "Local governments must play a substantive role in addressing the national crisis of low birth rates."

Governor Lee added, "To overcome the common crisis facing local governments in both countries, we must share our experiences and wisdom and create a sustainable model of cooperation."

On that day, the heads of local governments in Korea and Japan adopted the "Joint Declaration for the Next 60 Years" and agreed to hold the 9th meeting in Japan in 2027.

Discussions for the Korea-Japan Mayors and Governors' Conference began in 1998 at the suggestion of the Governor of Saitama Prefecture, who attended President Kim Dae-jung's inauguration. It began in earnest in 1999 with the formation of the Korea Mayors and Governors' Association. Currently, 17 city and provincial governors in Korea and 47 prefecture governors in Japan are participating, continuing cooperation and exchange at the local government level.
