【브레이크뉴스 경북】이성현 기자=경상북도가 저출생 정책의 성과를 점검하고 향후 인구 구조 대응 전략을 논의하기 위해 제4기 인구정책위원회를 열었다. 도는 8일 도청 화백당에서 김학홍 행정부지사와 김영미 공동위원장, 분과위원 등이 참석한 가운데 회의를 진행했다.

이날 회의에서는 경상북도 저출생 정책평가센터가 ‘저출생 대전환 150대 실행 과제’ 추진 현황을 분석해 발표했다. 분석에 따르면 그동안 추진된 정책은 전반적으로 긍정적인 평가를 받았으며, 특히 출산 및 돌봄 분야에서 높은 만족도가 나타났다.

다만 정책 수요가 의료·돌봄·주거 등 특정 분야에 집중되고 있어 향후 정책 자원의 선별적 집중이 필요하다는 의견이 제기됐다. 평가센터는 도민 심층 인터뷰와 여론조사, 전문가 검토 결과를 바탕으로 한 분석이라고 설명했다.

이어 한국행정학회는 경북지역 인구 감소가 경제·사회·재정에 미칠 영향과 대응 전략을 발표했다. 발표에는 AI 기반 제조 산업 생태계 구축, 지역 간 교육격차 완화를 위한 교육·문화 인프라 강화, 통합돌봄 체계 구축, 고령친화 산업 육성 및 은퇴자 정주 모델 개발 등이 포함됐다.

학회는 “지방소멸 위험이 가시화된 상황에서 구조 변화에 대응하는 중장기 전략 마련이 필요하다”고 강조했다.

김학홍 행정부지사는 “지난 2년간 추진된 정책 결과 출생아 수와 결혼 건수가 증가하는 등 일부 지표에서 개선 흐름이 확인되고 있다”며 “저출생과 고령화가 가져오는 변화가 단순한 위기가 아니라 사회 구조를 재설계할 기회가 될 수 있도록 적극 대응하겠다”고 말했다.

한편 올해 4월 새롭게 출범한 제4기 경상북도 인구정책위원회는 이철우 경북도지사와 김영미 동서대학교 교수가 공동위원장을 맡고 있다. 위원회는 인구 관련 학계·의료·복지·지역단체 등 전문가 52명으로 구성됐으며, 저출생 대응, 이민·입양 유입, 청년 정착 지원, 고령화 대응 등 4개 분과 체제로 운영된다. 위원회는 앞으로 2년간 인구정책 자문과 정책 제안 등의 역할을 수행할 예정이다.

The society emphasized, "With the risk of regional extinction looming, it is necessary to develop a mid- to long-term strategy to respond to structural changes."

Vice Governor Kim Hak-hong stated, "As a result of policies implemented over the past two years, we are seeing improvements in some indicators, such as increases in births and marriages." He added, "We will proactively respond to ensure that the changes brought about by low birth rates and an aging population are not simply crises but opportunities to redesign our social structure."

Meanwhile, the 4th Gyeongsangbuk-do Population Policy Committee, newly launched in April of this year, is co-chaired by Governor Lee Cheol-woo and Professor Kim Young-mi of Dongseo University. The committee consists of 52 experts from academia, healthcare, welfare, and local organizations, and operates under four subcommittees: responding to low birth rates, immigration and adoption inflow, supporting youth settlement, and responding to aging. The committee will serve as a advisory body on population policy and provide policy proposals for the next two years.
