이철우 지사는 회의에서 통합자치단체의 위상 강화와 재정 확대를 행정통합의 절대적 기본 원칙으로 제시했다. 특히 이 지사는 “이번 행정통합 추진은 향후 헌법 개정 등과 맞물려 대한민국이 완전한 지방자치 시대로 나아가는 이정표가 되어야 한다”고 역설했다.

또한, 단순히 개별 특별법 제정에 그치지 않고 통합의 공통 기준이 될 수 있는 ‘통합 기본법’ 제정의 필요성에 대해서도 지자체장들과 심도 있는 의견을 교환했다.

경상북도를 포함한 5개 시·도는 앞으로 행정통합 특별법 제정 과정에서 상호 협력과 공조를 더욱 강화하기로 했다. 특히 현재 정부가 제시한 수준보다 더 큰 폭의 재정 특례와 사무 권한이 법안에 담길 수 있도록 국회 논의 과정에서 한목소리를 낼 계획이다.

Furthermore, the governors exchanged in-depth opinions with local government heads on the need to enact a "Basic Integration Act" that would serve as a common standard for integration, rather than simply enacting individual special laws.

The five cities and provinces, including Gyeongsangbuk-do, have agreed to further strengthen cooperation and collaboration during the enactment of the Special Act on Administrative Integration.
