특히, 기본 원칙과 방향 관련해서는 서울특별시에 준하는 통합 특별시의 위상과 자치권 강화와 도청 신도시 행정복합 발전을 통한 경북 북부지역 등 균형발전, 그리고 시군구 자치구의 권한 강화를 강조하였다.
