경북도의회는 4일 “수도권 일극 체제 심화와 지방소멸이라는 재앙 앞에 대구경북은 2019년부터 시도민의 뜻을 모아 통합을 준비해 왔다”며 “이미 ‘전남광주통합특별법’이 국회 문턱을 넘었음에도 유독 대구경북의 목소리에만 귀를 닫는 것은 명백한 지역 차별”이라고 성토했다.

특히 국회 법제사법위원회가 ‘지역 내 합의 미흡’이라는 잣대로 법안 처리를 지연시키는 것에 대해 도의회는 “대의기관인 시·도의회가 민주적 절차를 거쳐 의결한 사안을 부정하는 오만한 행태”라고 직격탄을 날렸다.

도의회는 “경북부부권의 우려에도 불구하고 ‘지역 생존’이라는 대승적 차원에서 통합안을 통과시켰다”는 점을 집중적으로 강조하고 “ 국회가 지방의회의 결정을 무시하는 것은 지방자치 정신을 부정하는 것”이라고 덧붙였다. 

경북도의회는 그러면서 “오는 7월 ‘대구경북통합특별시’의 성공적인 출범을 위해서는 3월 초까지 입법이 완료되어야 한다“고 강조하고, 법사위의 특별법 즉각 상정 및 심의, 신속한 본회의 소집을 통한 특별법 의결, 3월 초까지 모든 입법 절차 마무리 등과 같이 정부를 향해 세 가지 핵심 요구사항을 제시했다.

이에 대하여 지역 정치권 관계자는 “경북도의회가 이번 성명을 통해 국회를 향한 압박 수위를 최고조로 높였다”며 “3월 초 입법 여부가 대구경북 행정통합의 성패를 가르는 분수령이 될 것”이라고 전망했다.
