【브레이크뉴스 경북】이성현 기자=경상북도의회 의원연구단체인 '경상북도 원전 정책 발전연구회'(대표 황명강 의원)는 4월 1일 도의회 다목적실에서 ‘경북 원전 대응 전략 및 지역경제 활성화 방안’ 연구용역 중간보고회를 개최했다.

이날 보고회에서는 연구용역을 맡은 정준환 책임연구원(레메디움)이 ▲정부 에너지 정책 분석 ▲국내외 에너지 환경 변화 ▲원자력 산업의 역할과 파급효과 ▲에너지 정책 전환에 따른 경북 대응 전략 등을 중심으로 중간 성과를 발표했다. 특히 원자력 에너지를 활용한 자립형 신문화 관광단지 조성 등 ‘경북형 원전 연계 발전 모델’이 주요 과제로 제시됐다.

황명강 대표의원은 “글로벌 에너지 수급 불안 속에서 원자력의 전략적 중요성이 커지고 있다”며 “원전 확대와 함께 안전성 확보가 병행돼야 한다”고 강조했다. 이어 “인공지능(AI)을 활용한 원전 산업 진입 등 새로운 접근이 필요하다”며 “설계·부품·서비스 등 다양한 분야에서 지역 참여를 확대해 경북이 단순한 에너지 생산지를 넘어 경제적 가치를 창출하는 구조로 전환해야 한다”고 밝혔다. 또한 울진·경주 원전 생산 거점과 포항 산업·소비 거점을 연계한 에너지 클러스터 구축 필요성도 제시했다.

참석 의원들의 정책 제언도 이어졌다. 박승직 의원은 고준위 방사성폐기물의 장기 임시 저장 문제를 지적하며 정부 차원의 중장기 처리 계획 마련을 촉구했고, 김재준 의원은 기업 체감형 전기요금 인하 필요성을 제안했다. 정한석 의원은 원자력 에너지가 일자리 창출과 기업 유치로 이어질 수 있는 구조 마련과 에너지 경쟁력 확보의 중요성을 강조했다.

한편 해당 연구회는 황명강 의원을 비롯해 김재준, 남진복, 박승직, 정한석, 최태림, 한창화, 황재철 의원 등 총 8명으로 구성돼 있으며, 오는 5월까지 연구용역을 마무리할 예정이다. 연구 결과는 도의회 정책 대안 제시와 조례 제정 등 의정활동에 반영될 계획이다.

이번 중간보고회는 국가 원전 정책 변화에 대응한 경북의 전략을 점검하고, 원전과 지역경제를 연계한 발전 방안을 모색하는 자리로, 향후 도민 체감형 경제 정책으로 이어질지 주목된다.

Gyeongsangbuk-do Provincial Council Nuclear Power Research Group Conducts Interim Review of Response Strategy… “Strengthening Linkages Between Nuclear Power and Local Economy”

The 'Gyeongsangbuk-do Nuclear Power Policy Development Research Group' (Representative Assemblyman Hwang Myeong-gang), a research group of the Gyeongsangbuk-do Provincial Council, held an interim report meeting on the research project titled ‘Gyeongbuk Nuclear Power Response Strategy and Measures to Revitalize the Local Economy’ at the Council’s multi-purpose room on April 1.

At the meeting, Jeong Jun-hwan, a principal researcher from Remedium who was in charge of the research project, presented the interim results focusing on: analysis of government energy policy; changes in the domestic and international energy environment; the role and ripple effects of the nuclear industry; and Gyeongbuk’s response strategy following the energy policy transition. In particular, the ‘Gyeongbuk-type Nuclear Power-Linked Development Model,’ including the creation of a self-reliant new culture tourism complex utilizing nuclear energy, was presented as a major task.

Representative Assemblyman Hwang Myeong-gang emphasized, “The strategic importance of nuclear power is growing amidst global energy supply instability,” adding that “ensuring safety must go hand in hand with the expansion of nuclear power.” He continued by stating, “New approaches are needed, such as entering the nuclear power industry utilizing artificial intelligence (AI),” adding, “By expanding regional participation in various fields including design, components, and services, Gyeongbuk must transition from a mere energy production site into a structure that creates economic value.” He also suggested the necessity of establishing an energy cluster linking the nuclear production bases of Uljin and Gyeongju with the industrial and consumption hub of Pohang.

Policy recommendations from the attending lawmakers followed. Representative Park Seung-jik pointed out the issue of long-term temporary storage of high-level radioactive waste and urged the government to establish a mid-to-long-term disposal plan, while Representative Kim Jae-jun proposed the need for electricity rate reductions that are tangible to businesses. Representative Jeong Han-seok emphasized the importance of securing energy competitiveness and establishing a structure where nuclear energy leads to job creation and corporate attraction.

Meanwhile, the research group consists of a total of eight members, including Representative Hwang Myeong-gang, as well as Representatives Kim Jae-jun, Nam Jin-bok, Park Seung-jik, Jeong Han-seok, Choi Tae-rim, Han Chang-hwa, and Hwang Jae-cheol, and is scheduled to complete the research project by this coming May. The research results are planned to be reflected in legislative activities, such as presenting policy alternatives and enacting ordinances for the Provincial Council.

This interim report meeting served as an opportunity to review Gyeongbuk’s strategy in response to changes in national nuclear power policy and to explore development plans linking nuclear power with the regional economy; attention is focused on whether this will lead to economic policies that residents can truly experience in the future.
