【브레이크뉴스 경북】이성현 기자=경북도의회 교육위원회(위원장 박채아)는 26일부터 사흘간 진행한 2026년도 경북도교육청 예산안 심사에서 총 5조 5,893억 원 규모의 예산 가운데 51억 2,255만 원을 감액한 수정안을 28일 가결했다.

이번 예산심사는 학생 수 감소로 인한 보통교부금이 전년 대비 2,144억 원(△4.6%) 줄어드는 등 중앙정부 이전 수입이 큰 폭으로 감소한 상황에서 공무원 인건비, 누리과정지원비 등 경직성 예산이 증가하는 구조적 부담을 고려해 진행됐다.

위원들은 특히 학령인구 감소와 소규모 학교 증가가 이어지는 교육환경 변화를 지적하며, 통폐합 학교 학생들의 교육경쟁력 제고와 소규모학교 활성화 정책의 실효성 확보를 주문했다. 이와 함께 통폐합학교지원기금이 학생 유입과 교육환경 개선에 효과적으로 활용될 수 있도록 계획적·효율적 운영을 당부했다.

감액된 51억 원은 긴급 상황 대응을 위한 재난예비비로 재편성하기로 결정했다.

박채아 위원장(경산3)은 “책임교육 실현, 돌봄체계 확립, 누리과정 등 유아 교육·보육 사업은 체계적으로 추진해 지속성과 효과성을 높여야 한다”며 “학교 신·증축, 공간재구조화 등 계속사업은 지연 없이 추진해 현장의 교육환경 개선이 실질적으로 체감돼야 한다”고 밝혔다.

특히 박 위원장은 만 3세 어린이집 지원예산과 관련해 “원칙적으로 도청이 책임져야 할 예산이지만, 차별 없는 무상교육 실현을 위해 도교육청이 자체 편성해 지원하는 점은 의미가 크다”며 “정부안보다 앞서 무상교육을 실천하는 선제적 조치”라고 평가했다.

이어 그는 “재량사업 전반에 대한 재검토가 필요하며, 불요불급 사업과 중복·관행적 지출을 정비해 성과 중심의 재정 운용이 이뤄져야 한다”고 강조했다.

한편, 교육위원회의 예비심사를 통과한 예산안은 예산결산특별위원회 심사를 거쳐 오는 12월 10일 본회의에서 최종 확정될 예정이다.

He continued, "A comprehensive review of discretionary projects is necessary. We must eliminate unnecessary and redundant projects, overlapping expenditures, and routine spending to achieve a performance-oriented fiscal management."
