경북대구행정통합특별위원회 회의에서 위원들은 인구 감소와 수도권 일극 체제에 대응하기 위해 대구·경북 통합이 더 이상 미룰 수 없는 시대적 과제라는 데 공감대를 형성했다. 특히 통합을 통해 행정 효율성 제고와 초광역 경제권 형성 등 다양한 시너지 효과가 기대된다는 의견이 제시됐다. 다만 통합의 성과가 특정 지역에 편중되지 않도록 ‘지역 내 균형발전’이 반드시 담보돼야 하며, 북부권 등 상대적으로 소외된 지역에 대한 구체적인 발전 방안 마련이 필요하다는 점을 강조했다.

배진석(경주) 경북대구행정통합특별위원장은 회의 마무리 발언을 통해 “이번 통합 논의가 지역의 장기 저성장 구조를 끊고 재도약하는 계기가 되어야 한다는 점은 분명하다”면서도 “위원들이 제기한 기대와 우려를 집행부가 무겁게 받아들여 추진 과정에서 나타나는 문제점을 지속적으로 보완·수정해 나가야 한다”고 당부했다.

이어 비공개로 진행된 의원총회에서는 행정통합 추진과 관련한 의원들의 다양한 의견을 수렴하고 향후 방향에 대해 심도 있는 논의가 이어졌다. 이 자리에서는 찬성론과 신중론이 맞서며 열띤 토론이 벌어졌고, 휴식 시간 없이 2시간 이상 진행된 것으로 알려졌다.

의회운영위원회 이춘우 위원장은 “행정통합은 매우 중차대한 사안인 만큼 주민의 대의기관으로서 각 지역을 대표하는 의원들 사이에 다양한 의견이 존재하는 것은 당연하다”며 “앞으로도 도의회의 총의를 모아 나가겠다”고 밝혔다.

한편 경상북도의회는 오는 28일부터 개회하는 제360회 임시회 제1차 본회의에서 지난 22일 도지사가 제출한 '경상북도와 대구광역시 통합에 관한 의견 제시의 건'을 상정해 처리할 방침이다.
