이 지사는 19일 경북도청에서 열린 ‘2025년도 경상북도 공공보건의료 협력강화 추진단(이하 추진단) 제2차 운영위원회’에 참석한 정은경 보건복지부 장관에게 지역의료와 공공의료 강화를 위한 국가 차원의 역할 확대를 요청했다.

이 지사는 이 자리에서 “도민들은 늘 의사 수가 부족하고 상급병원이 없다고 호소한다”며 “특히 공공의료 영역에서 응급실만큼은 최소한 1시간 이내에 접근할 수 있도록 지역마다 국가가 책임지고 체계를 만들어야 한다”고 강조했다. 이어 “경북과 전남에 우선적으로 국립의과대학을 신설해 지역의사제를 기반으로 한 의료 인력 양성에 나서달라”고 건의했다.

이철우 지사의 이 같은 행보는 지역의료 불균형 해소와 필수·응급의료 강화에 정책 초점을 맞춘 것으로, 지방선거를 6개월여 앞둔 시점에서 ‘국립의대 신설’과 ‘응급의료 1시간권’이 주요 공약으로 부상할 가능성도 거론된다. 경북의 응급의료체계는 그동안 지속적인 개선 노력이 이어져 왔지만, 도민 체감도는 여전히 낮다는 평가를 받아왔다.

이에 대해 정은경 복지부 장관은 “내년도 국정 운영에서 가장 중요한 과제는 지역의료·필수의료·공공의료 강화”라며 “지역의사제 등 제도적 기반은 마련되고 있지만, 실효성 있는 정책 설계를 위해서는 현장의 의견이 무엇보다 중요하다”고 말했다. 이어 “지방의 다양한 의견을 충분히 수렴해 실행 가능한 계획으로 구체화하겠다”고 밝혔다.

경북도는 이날 회의를 계기로 공공보건의료 협력강화 추진단 2기를 공식 출범시키고, 1기 운영 성과를 토대로 협력체계를 지속·확대해 나가기로 했다. 추진단 1기에서는 전문의 인력 지원, 임상 실무 교육, 의료 질 향상 활동, 응급의료 대응 강화, 울릉군 응급의료체계 개선 등의 성과가 보고됐다.

운영위원회 참석자들은 추진단 2기를 통해 공공과 민간, 대학병원이 유기적으로 협력하는 ‘경북형 공공의료 협력 모델’을 더욱 가속화해야 한다는 데 공감대를 형성했다.

이철우 경북도지사는 “추진단은 지역 간 경계를 넘어 지속 가능한 필수의료 기반을 만들어 온 경북형 공공의료 협력 모델”이라며 “2기에서도 도민이 체감할 수 있는 의료 인력 확보와 응급 대응 체계 강화, 의료 취약지역 지원을 적극 추진하겠다”고 밝혔다. 국립의과대학 설립에 대한 의지도 다시 한 번 분명히 했다.

한편 이날 회의에는 이철우 경북도지사를 비롯해 경북대학교병원장, 칠곡경북대학교병원장, 계명대학교동산의료원장, 영남대학교의료원장, 대구가톨릭대학교병원장, 대구파티마병원장, 동국대학교 경주병원장 등 7개 상급종합병원 병원장과 경상북도의사회장, 포항·김천·안동의료원장 등 추진단 참여기관 관계자 20여 명이 참석했다.

While Gyeongbuk's emergency medical system has seen continuous improvement efforts, residents' perception of its effectiveness remains low.

Regarding this, Minister of Health and Welfare Jeong Eun-kyeong stated, "The most important task for next year's national administration is strengthening regional healthcare, essential healthcare, and public healthcare." She added, "While institutional foundations, such as the regional doctor system, are being established, feedback from the field is paramount for effective policy design." She added, "We will thoroughly gather diverse opinions from local communities and develop actionable plans."

Gyeongbuk Province officially launched the second phase of the Public Health and Medical Care Cooperation Enhancement Task Force at this meeting and decided to build on the success of the first phase to continue and expand the cooperative system. The first phase of the task force reported achievements such as support for specialists, clinical training, quality improvement activities, strengthened emergency medical response, and improvements to the Ulleung County emergency medical system.

The steering committee members agreed that the second phase of the task force should further accelerate the "Gyeongbuk-style public healthcare cooperation model," which fosters organic collaboration between public, private, and university hospitals.

Governor Lee Cheol-woo of Gyeongbuk Province stated, "The task force is a Gyeongbuk-style public healthcare cooperation model that has transcended regional boundaries and established a sustainable essential healthcare foundation." He added, "In the second phase, we will actively pursue securing a medical workforce that residents can feel, strengthening the emergency response system, and supporting medically underserved areas." He also reaffirmed his commitment to establishing a national medical school.

Meanwhile, the meeting was attended by about 20 people including Gyeongbuk Governor Lee Cheol-woo, the presidents of Kyungpook National University Hospital, Chilgok Kyungpook National University Hospital, Keimyung University Dongsan Medical Center, Yeungnam University Medical Center, Daegu Catholic University Hospital, Daegu Fatima Hospital, and Dongguk University Gyeongju Hospital, as well as the president of the Gyeongsangbuk-do Medical Association and the presidents of Pohang, Gimcheon, and Andong Medical Centers, and other officials from participating organizations of the promotion group.
