정부 부처 사이 협의 과정에서 재정과 산업 관련 특례 상당수가 빠지면서, 현장에서는 행정통합 실익이 애초 취지에 못 미친다는 목소리도 나온다.

주 부의장은 대표적 사례로 미래 산업 지원과 공항 후적지 개발을 꼽았다. 그는 “광주·전남 통합법에는 인공지능(AI) 산업클러스터 조성부터 재원 조달까지 국가 지원 의무가 구체적으로 포함돼 있지만, TK통합법은 미래 산업 관련 조항이 모호하고, 공항 후적지 개발 국비 지원 근거도 비교적 약하다”고 지적했다.

주 부의장은 또 “TK만 더 달라 달라는 것이 아니라, 모든 통합특별시가 안고 있는 현안에는 동일한 기준이 적용돼야 한다”며 “타 지역에 들어간 지원 조항들을 초광역 통합에 대한 일반 원칙으로 삼거나, 대구·경북에도 동동한 수준의 조항이 들어가야 한다”고 주장했다.

전략 역시 뚜렷하다. 주 부의장은 “지역 이기주의 프레임을 피하면서도 실제로 필요한 것은 반드시 챙긴다”는 방침 아래, 본회의 과정에서는 군공항 이전 및 주변 지역 지원 등 형평성 논란이 예상되는 사안은 법률에 명시하고, 예비타당성조사 면제나 대규모 재정지원 등 주요 쟁점은 시행령이나 후속 법 개정, 예산 부대의견 등 여러 경로를 통해 단계적으로 관철하겠다는 계획이다.

여야 협상 구도도 정교하게 활용할 방침이다. 주 부의장은 “거대 여당 또한 호남권 통합과 관련 법안 처리가 시급한 입장”이라며 “지역 균형발전과 형평성이라는 명분을 앞세워 대구·경북이 소외되지 않도록 여당을 설득하겠다”고 밝혔다.

주호영 부의장은 “선조치 후보완 방침을 따른다 해도 시·도민이 납득할 법안이어야 한다”며 “국회부의장으로서 정치력을 총동원해 정부와 국회 사이 타협을 이끌고, 행정통합이 대구·경북 재도약의 실질적 발판이 되도록 끝까지 책임지겠다”고 밝혔다.

Vice Speaker Joo cited support for future industries and the development of airport backfill sites as prime examples. He pointed out, "While the Gwangju-Jeonnam Integration Act specifically includes national support obligations, from the establishment of an artificial intelligence (AI) industry cluster to securing funding, the TK Integration Act has vague provisions related to future industries and relatively weak grounds for national funding for airport development."

Vice Speaker Joo also argued, "We're not just asking for more support for TK; the same standards should apply to all pending issues facing all integrated special cities." He added, "The support provisions provided to other regions should serve as general principles for the super-metropolitan integration, or Daegu and Gyeongbuk should also have similar provisions."

The strategy is also clear. Vice Speaker Joo, adhering to the principle of "avoiding regional egoism while ensuring that what is truly needed is addressed," plans to explicitly state in the law issues likely to be controversial in fairness, such as the relocation of the military airport and support for surrounding areas, during the plenary session. Key issues, such as exemptions from preliminary feasibility studies and large-scale financial support, will be gradually addressed through various channels, including enforcement decrees, follow-up legal amendments, and budgetary supplementary opinions.

The ruling and opposition parties also plan to meticulously utilize the negotiation structure. Vice Speaker Joo stated, "The ruling party also urgently needs to pass legislation related to the integration of the Honam region." He added, "I will persuade the ruling party to ensure that Daegu and Gyeongbuk are not left out, citing the principles of balanced regional development and equity."

Vice Speaker Joo Ho-young stated, "Even if we follow the policy of prioritizing the implementation of measures first, the bill must be acceptable to the citizens of the city and province." He added, "As Vice Speaker of the National Assembly, I will mobilize all my political power to foster compromise between the government and the National Assembly and remain fully responsible to ensure that administrative integration becomes a practical foundation for the revitalization of Daegu and Gyeongbuk."
