시의회는 23일 오전 11시 시의회 1층 현관에서 긴급 기자회견을 열고 “이번 특별법안에는 권한과 재정이 빠져 있고, 시민 대표성마저 약화되는 등 동의할 수 없다”며 입장을 분명히 했다. 또 “정부가 약속했던 20조 원 규모의 재정지원이 빠진 채로 법안이 통과된다면, 행정통합의 실효성은 기대할 수 없다”며 현행 특별법 수정안에 대한 반대 입장을 재차 강조했다.

이날 발표된 시의회 성명서에서는 “대구·경북 행정통합은 수도권 집중 해소와 지역 산업구조 전환을 위해 꼭 필요하다”고 전제하면서도, “지난해 12월 시의회가 통합에 동의했던 건 중앙정부의 실질적인 권한 이양, 핵심 특례 보장, 안정적 재정기반이 전제됐기 때문”이라고 밝혔다.

그러나 시의회는 현재 국회에 계류 중인 특별법 수정안에는 핵심 특례들이 빠졌거나 임의 조항으로 바뀌었고, 권한 이양 역시 충분하지 않다며 문제를 제기했다. 특히 20조 원 규모의 정부 재정 인센티브 방안이 쏙 빠진 점에 대한 아쉬움이 컸다.

또 “‘선통합 후보완’ 식으로 성급하게 통합을 추진하는 것이 책임 있는 태도라고 볼 수 없다. 의회 구조와 권한조차 확정되지 않은 상황에서 졸속 추진될 경우, 지역사회 갈등과 혼란만 부를 우려가 크다”고 밝혔다.

이날 시의회 의원들은 ▲정부 재정 약속 없는 특별법 반대, ▲의원 정수 비대칭 방치하는 통합의회 반대, ▲권한 이양·핵심 특례 미보장 특별법 반대 등 세 가지 입장을 거듭 확인하며, 졸속 추진 중인 행정통합 논의의 즉각 중단을 촉구했다.

한편, 시의회는 이보다 앞선 19일에도 긴급 확대의장단 회의를 열어 “행정통합이 외형적 통합에 머물러서는 안 된다. 시민 자치권과 대표성이 반드시 실질적으로 보장되어야 한다”고 재차 강조했다.
