임 의원은 “ ‘시’ 아래 ‘구·군’과 ‘도’ 아래 ‘시·군’은 행정체계 상 역할과 위상이 분명 다르다”며 “이러한 현실이나 새로운 체계에 대한 충분한 논의 없이 기계적으로 합치기만 한다면 그저 몸집만 커질 뿐 혁신은 생길 수 없다”고 꼬집었다.

그는 “대구·경북 행정통합은 대한민국이 다음 시기로 나아가기 위한 행정체계 개편의 시금석이 되어야 한다”며 “행정안전부와 지방시대위원회가 두 단체장의 정치적 성과를 위한 들러리가 되어서는 안된다”고 덧붙였다.
