【브레이크뉴스 대구】진예솔 기자=대구·경북 노동계와 시민사회단체가 정부와 여당이 추진 중인 ‘대구경북 행정통합 특별법’에 대해 강도 높은 반대 입장을 밝혔다.

민주노총 대구·경북지역본부, 대구시민단체연대회의, 대구경북보건복지단체연대회의 등은 5일 오전 국민의힘 대구시당과 경북도당 앞에서 기자회견을 개최했다.

이들은 “대구경북특별시법안은 반노동·반교육, 그리고 의료 불평등 심화 내용을 담고 있다”고 지적했다. 아울러 “졸속 입법을 즉각 중단하라”고 목소리를 높였다.

또한 국회 행정안전위원회가 이날부터 대구경북, 대전충남, 광주전남 등 광역 통합 특별법을 동시에 논의하고 이달 중 본회의 통과를 목표로 속도를 내는 점에도 우려를 나타냈다. “수백 개 조항이 담긴 대형 법안이 시민 공론화나 충분한 검증 없이 형식적으로 처리되고 있다”고 비판했다.

특히 노동 분야에 대한 우려가 집중됐다. “통합 특별법은 특구와 특례를 앞세워 파견 확대와 노동 규제 완화로 이어질 가능성이 크다”며 “국민의힘 구자근 의원이 대표 발의한 대구경북특별시법안에는 최저임금법과 근로시간 규정 미적용 가능성도 포함돼 있어 저임금과 과로가 법제화될 우려가 있다”고 주장했다.

교육 부문에서도 “특권학교 확대와 공교육 훼손”을 핵심 문제로 제기했다. 단체들은 “특목고, 국제학교, 외국인학교 설립을 쉽게 하고 재정 지원까지 명시한 조항 등은 입시 경쟁과 교육 격차를 더욱 심화시킬 것”이라며 “교육재정 약화와 학교급식 제도 훼손도 우려된다”고 밝혔다.

의료 분야에서는 “영리병원 추진과 의료 상업화”가 가장 큰 문제로 떠올랐다. 이들은 “외국 의료기관 설립 허용과 국·공유지 장기 임대 확대는 제주 영리병원 사태를 반복하는 것”이라며 “의료 접근성이 취약한 경북 지역 현실을 외면한 채 의료 불평등만 심화시킬 것”이라고 경고했다.

이 밖에도 카지노 허가, 예비타당성 조사 면제, 개발제한구역 특례 등 각종 규제 완화 조항과 관련해 “자본과 자산가에게 과도한 특혜를 주고 난개발과 환경 훼손을 초래할 수 있다”고 우려를 표했다.

단체들은 “우리는 행정통합 그 자체를 무조건 반대하는 게 아니라, 그 내용과 절차에 문제가 있다고 지적하는 것”이라며 “노동권·교육권·건강권 등 기본권을 침해할 수 있는 대형 법안을 졸속으로 처리해서는 안 된다”고 말했다.

아울러 “특히 규제 완화와 특례가 가장 강하게 담긴 국민의힘 대구경북특별시법안은 즉각 폐기해야 한다”고 강조했다.

They argued, "The special law on integration is highly likely to lead to the expansion of dispatched workers and the easing of labor regulations, prioritizing special zones and special exceptions." They added, "The Daegu-Gyeongbuk Special City Act, sponsored by People Power Party lawmaker Koo Ja-geun, includes the possibility of violating the Minimum Wage Act and working hour regulations, raising concerns that low wages and overwork will become legal."

In the education sector, they also raised the issue of "the expansion of privileged schools and the undermining of public education." The groups stated, "Provisions that facilitate the establishment of specialized high schools, international schools, and foreign schools, and even specify financial support for them, will further exacerbate competition for college admission and the educational gap." They added, "There are also concerns that this will weaken education funding and undermine the school meal system."

In the medical sector, the biggest issue was the "promotion of for-profit hospitals and the commercialization of healthcare." They warned, "Permitting the establishment of foreign medical institutions and expanding long-term leases of national and public land is a repeat of the Jeju for-profit hospital crisis. It will only exacerbate healthcare inequality, ignoring the reality of the Gyeongbuk region's vulnerable access to healthcare."

They also expressed concerns about various deregulation provisions, including casino licensing, exemptions from preliminary feasibility studies, and special provisions for development restriction zones, stating, "They could provide excessive preferential treatment to capitalists and the wealthy, leading to overdevelopment and environmental damage."

The groups stated, "We are not unconditionally opposing administrative integration per se, but rather pointing out problems with its content and procedures. We must not rush through such a large-scale bill that could infringe on fundamental rights such as labor rights, education rights, and health rights."

They also emphasized, "In particular, the People Power Party's Daegu-Gyeongbuk Special City Act, which contains the strongest deregulation and special provisions, must be immediately scrapped."
