이날 회의에서 이철우 지사는 인사말을 통해 “한마디로 살려고 통합했다”면서, 통합이 수도권 집중 속에 지방의 생존전략이라는 점을 강조하면서, “경북이 민관합동추진단을 만들어 행정통합을 추진하는 것은 전문가에게는 길을 묻고 도민들에게는 뜻을 물어 성공하는 통합으로 만들기 위함이다”라고 말했다.

경상북도의 행정통합 민관합동추진단은 행정통합추진단과 통합자문위원회 그리고 통합연구지원단으로 구성되어 활동하고 있다.

통합추진실무는 지방시대정책국과 미래전략기획단 등 범부서 협업체계가 가동되고 있으며, 경북연구원이 주도하는 연구지원단이 통합특별법 설계와 지역발전전략에 대한 구체화를 뒷받침하고 있다.

특히, 통합자문위원회에는 지역출신 전직 장관과 전직 도의회 의장 등 경험과 경륜을 갖춘 원로들이 포함되었고, 청년・여성・기업인 등 각계각층을 대표하는 인사들이 참여하여 통합추진과정에 자문은 물론 도민들의 다양한 목소리를 더할 것으로 기대된다.

이날 본격적인 토론에 앞서, 경북도에서는 그간 4대 기관간담회와 대구시와의 주요협의 과제 등 통합추진경과와‘통합대구경북의 신(新)발전구상’에 대해 설명하고 자문위원들에게 다양한 의견을 요청했다.

통합대구경북의 신(新)발전구상은 ▴통합대구경북 균형발전 전략과 ▴통합대구경북 초광역발전전략으로 구성되어 있다.

통합대구경북 균형발전전략은 대구・경북으로 분리되어 추진되던 발전전략을 2030년 개항을 앞둔 신공항을 대구경북의 중심권역으로 하고 동・서・남・북의 5대 권역으로 재구조화한 새로운 통합발전구상이다.
