이 예비후보는 12일 오전 대구 국민의힘 도당사무실에서 열린 기자간담회에서 “이번 지방선거 전에 졸속으로 추진하는 대구·경북 행정통합에 단호히 반대한다”고 밝혔다. 그는 “통합을 완전히 반대하는 게 아니라, 제대로 준비해서 제대로 해야 한다”고 강조했다.

현재 국회에 발의된 통합 특별법과 관련해서는 “총 335개 조항 중 137개가 중앙 정부 부처 검토에서 수용 불가 판정을 받았다”며, “법안의 3분의 1 이상이 사실상 빠져나간, 알맹이 없는 껍데기뿐인 특별법”이라고 지적했다.

또 “정부가 행정통합 이후 권한 이양의 범위와 시기에 대한 기본 가이드라인조차 제시하지 않은 상황에서, 자체적으로 특별법을 발의해도 중앙정부가 순순히 받아들이지 않을 것”이라고 우려했다.

재정 지원을 내세운 ‘속도전’에도 반박했다. 그는 “지금 통합하지 않으면 20조 원 재정 지원을 못 받는다는 주장은 아무런 근거가 없다”며 “통합을 목적이 아니라 수단으로 삼아 시·도민을 혼란스럽게 하고 있다”고 말했다. 특히 “속도전에만 몰두하는 과정에서 도민 동의 절차는 철저히 무시됐다”며 “과연 누구를 위한 행정통합인가 묻지 않을 수 없다”고 덧붙였다.

이 예비후보는 이철우 경북지사에게 행정통합을 주제로 1대1 공개 토론을 공식 제안했다. “이 문제는 시도의회 통과로 끝낼 일이 아니라, 충분한 토론과 공청회를 거쳐야 하는 국가 기본 틀을 바꾸는 사안”이라고 강조했다.

또 자신의 경쟁력을 두고는 “포항시장을 포함해 12년간 직접 도시를 경영했으며, 중앙부처와 청와대에서 정책과 예산을 다뤄본 경험이 있다”며 “행정은 말이 아니라 실행으로 보여주는 것”이라고 말했다.
