이어 “통합의 취지에는 공감하지만 교육만큼은 어느 상황에서도 후순위로 밀려서는 안 된다”며 “교육재정은 지방교육자치의 핵심이며, 국가가 통합 이후에도 안정적으로 이를 책임진다는 내용을 법률에 명확히 담아야 한다”고 강조했다.
경북교육청은 그동안 권역별 공청회 등을 통해 교육계와 지역사회의 의견을 꾸준히 수렴해 왔다. 이 과정에서 방과후학교, 학교급식과 관련한 일부 교육 특례 조항에 대해 삭제나 조정을 요청했고, 이러한 의견이 법안에 반영된 것으로 알려졌다.
임 교육감은 “조항 개수보다 중요한 것은 통합 이후에도 교육의 질과 형평성을 흔들림 없이 지킬 수 있는 재정 기반”이라며 “국회와 정부가 이 문제를 통합 논의의 핵심 과제로 꼭 다뤄 달라”고 당부했다.
