22일 열린 국회 교육위원회 국정감사에서 더불어민주당 정을호 의원은 “가해 학생의 학교폭력 심의 점수가 잘못 기재돼 중대한 조치가 한 단계 낮아졌다”며 행정 착오를 지적했다. 

실제로 고의성 항목 점수가 누락되는 바람에 ‘학급 교체’ 조치가 내려졌어야 했지만, 결과적으로는 ‘출석정지’에 그쳐 논란이 커졌다.

정 의원은 “교육청과 교육지원청 모두 이 사실을 두 달 동안이나 몰랐다”며, “피해자 보호에는 소홀하고 행정 처리에만 집중했다”고 비판했다.

심의위원회 회의록에는 ‘담배빵 허락 여부’ 등 피해자에게 책임을 전가하는 듯한 발언이 남아 있어 2차 가해 의혹도 제기됐다. 

정 의원은 “신고 이후 37일 동안 피해자와 가해자가 분리되지 않았다”고 지적하며, “피해 학생과 유가족을 향한 진심 어린 사과 의지가 부족했다”고 덧붙였다. 

이에 임종식 경북교육감은 “도의적인 책임을 느낀다”며 고개를 숙였다.

더불어민주당 고민정 의원도 “학교폭력 전담 조사관, 심의위원회, 교육청이 모두 세 번의 기회를 놓쳤다”고 강하게 비판했다.

고 의원은 조사관의 2차 가해 의혹, 심의위원장의 부적절한 발언, 반복된 언어·성적 폭력 정황에도 불구하고 가해 학생에게 약한 징계만 내려졌음을 지적했다. 

또 “성폭력 관련 진술까지 있었는데도 교육지원청이 이를 중대 사안으로 보고하지 않았다”며, 구조적인 문제를 짚었다. 

이에 대해 임 교육감은 “당시 상황의 심각성을 제대로 인지하지 못했다”고 해명했다.

고 의원은 “학교와 심의위, 그리고 교육청 모두가 책임을 회피한 것이 근본적인 문제”라며 “국민 앞에 직접 사과해야 한다”고 요구했다.

임 교육감은 자리에서 일어나 “유가족께 진심으로 사과드리며, 이런 일이 다시는 반복되지 않도록 하겠다”고 밝혔다.

Rep. Jeong pointed out that "the victim and the perpetrator were not separated for 37 days after the report," adding, "There was a lack of sincere apology to the victimized student and his family."

Gyeongbuk Superintendent of Education Lim Jong-sik bowed his head in response, saying, "I feel moral responsibility."

Democratic Party Rep. Ko Min-jung also strongly criticized the school violence investigator, the deliberation committee, and the Office of Education, saying, "Three opportunities were missed."

Rep. Ko pointed out that despite the investigator's allegations of secondary victimization, the deliberation committee chair's inappropriate comments, and the repeated instances of verbal and sexual violence, only light disciplinary action was taken against the perpetrator.

He also pointed out structural problems, saying, "Even though there were statements of sexual violence, the Office of Education failed to report it as a serious matter."

Superintendent Lim responded, "I failed to properly recognize the severity of the situation at the time."

Rep. Ko stated, "The fundamental problem is that the school, the deliberation committee, and the Board of Education have all shied away from responsibility," and demanded, "They must apologize directly to the public."

Superintendent Lim stood and declared, "I sincerely apologize to the bereaved family, and I will ensure that this never happens again."
