포항시는 26일 시청 소회의실에서 ‘복합 해양레저관광도시 조성사업 기본계획 킥오프 회의’를 개최했다. 이날 회의에는 경상북도 및 포항시 관계 부서를 비롯해 포항테크노파크, 특급호텔 등 민간투자사, 지역 전문가와 관광 관련 단체·기업인들이 참석했다. 기본계획 수립 용역 수행기관인 아라기술단, 포스코A&C, 라움그룹 관계자들도 함께 자리했다.

시는 지난해 11월 거버넌스 출범 이후 간담회와 현장 방문, 전문가 자문 등 총 15차례에 걸쳐 의견을 수렴해 왔으며, 이날 회의에서는 그간의 추진 경과와 주요 제안 사항을 공유했다.

올해 1월에는 지역 상인과 향토기업을 대상으로 간담회를 열어 현장 수요를 파악하고, 전문가 자문을 통해 사업 비전과 추진 방향을 구체화했다. 2월에는 거버넌스의 체계적 운영을 위한 조직 구성 및 운영 방안을 논의하며 포항을 거점으로 한 복합 해양레저관광도시 조성 전략을 집중 검토했다.

회의에 참석한 민간투자사들은 현재 추진 중인 대규모 프로젝트 현황과 향후 비전을 소개하고, 복합 해양레저관광도시 조성사업과의 연계 방안을 제시하는 등 지속 가능한 민·관 협력 모델 구축에 뜻을 모았다.

이번 기본계획에는 분야별 전문기관이 참여한다. 해양기술은 아라기술단, 건축·경관 디자인은 포스코A&C, 거버넌스 및 도시재생은 라움그룹이 맡는다. 관광 콘텐츠 기획과 브랜딩 등 소프트웨어 분야는 메타가 수행해, 영일만관광특구를 넘어 거점 연안 전반을 아우르는 종합 마스터플랜을 수립할 계획이다.

포항시 관계자는 “다양한 구성원과의 소통, 지역 단체 및 전문가 인터뷰를 거쳐 5월 말까지 기본계획 초안을 마련할 예정”이라며 “시민과 공유를 통해 거버넌스를 확대하고, 민간투자가 활발히 이어질 수 있는 실행력 있는 계획을 완성하겠다”고 밝혔다.

Pohang City, the first city in the nation to be selected for the Integrated Marine Leisure Tourism City Development Project, has launched its governance structure and has begun the process of developing a master plan to flesh out the project.

On the 26th, Pohang City held the "Kickoff Meeting for the Integrated Marine Leisure Tourism City Development Project Master Plan" in a small conference room at City Hall. Representatives from relevant departments in Gyeongsangbuk-do and Pohang City, as well as private investors such as Pohang Technopark and luxury hotels, local experts, tourism-related organizations, and businesspeople attended the meeting. This master plan involves the participation of specialized organizations in various fields. Ara Technology Group is responsible for marine technology, POSCO A&C for architecture and landscape design, and Raum Group for governance and urban regeneration. Meta will handle software, including tourism content planning and branding. The plan is to develop a comprehensive master plan encompassing the entire coastal area beyond the Yeongilman Bay Tourist Special Zone.

A Pohang city official stated, “We plan to prepare a draft of the basic plan by the end of May through communication with various constituents and interviews with local organizations and experts,” adding, “We will expand governance through sharing with citizens and complete an executable plan that can actively encourage private investment.”
