포항시는 국토교통부와 한국토지주택공사(LH)가 추진하는 2026년도 공공개발용 토지비축사업 대상지에 ‘연어양식특화단지 배후부지 2단계 구역’이 지난 11일 최종 선정됐다고 밝혔다.

포항 연어양식특화단지는 총사업비 783억 원을 투입해 포항시 남구 장기면 금곡리 일원 22만 2,669㎡ 부지에 조성되는 사업이다.

앞서 2024년 9월 배후단지 전체 면적 가운데 1단계 사업이 토지비축사업 대상지로 선정된 데 이어, 이번에 나머지 부지가 2단계 사업으로 추가 선정되면서 산업단지 전체 부지 확보가 가능해졌다.

특히 연어 스마트양식 테스트베드(2만 6,941㎡)가 오는 4월 준공을 앞두고 있어 연어양식 산업단지 조성 사업에도 더욱 탄력이 붙을 것으로 전망된다.

포항시는 테스트베드 준공 이후 노르웨이에서 대서양연어 발안란을 들여와 본격적인 양식 실증 시험에 착수할 계획이다. 이번 토지비축사업 선정으로 배후단지까지 적기에 확보하게 되면서 연구·생산·가공·유통으로 이어지는 연어 산업 생태계 구축에도 속도가 붙을 것으로 기대된다.

공공개발용 토지비축사업은 LH 토지은행이 사업에 필요한 토지를 사전에 보상·확보한 뒤 사업 시행자에게 적기에 공급하는 제도다. 포항시는 이를 통해 지가 상승 이전에 토지를 확보해 사업비 절감 효과를 기대하고 있으며, 최장 5년 분할 납부 방식으로 재정 부담도 완화할 수 있을 것으로 보고 있다.

또한 토지 보상 업무를 LH가 전담하게 되면서 행정 부담이 줄고 사업 추진 기간도 단축돼 2026년 내 배후단지 착공이 가능할 전망이다.

포항시는 오는 6월 경상북도 산업단지계획 심의를 거쳐 연내 공사에 착수할 방침이다. 사업이 계획대로 진행될 경우 2027년 12월 ‘포항산 연어’가 첫 출하될 예정이며, 2030년에는 연간 1만 1,000톤 규모의 생산 능력을 갖춘 연어양식 산업단지가 조성될 것으로 기대된다.

김정표 포항시 해양수산국장은 “2단계 배후부지까지 토지비축사업에 선정되면서 연어양식특화단지 조성의 핵심 과제였던 부지 확보 문제가 해결됐다”며 “테스트베드 완공을 시작으로 배후단지 조성까지 차질 없이 추진해 포항을 동북아 연어 시장을 겨냥한 세계적인 스마트 수산업 거점 도시로 육성하겠다”고 말했다.

The Pohang Salmon Aquaculture Specialization Complex is a project to be developed on a 222,669㎡ site in Geumgok-ri, Janggi-myeon, Nam-gu, Pohang City, with a total project cost of 78.3 billion won. Following the selection of the first phase of the project as a target for the land reserve program in September 2024, the additional selection of the remaining site for the second phase has now made it possible to secure the entire industrial complex site.

In particular, with the salmon smart aquaculture testbed (26,941㎡) scheduled for completion this coming April, the salmon aquaculture industrial complex development project is expected to gain further momentum.

Pohang City plans to import fertilized Atlantic salmon eggs from Norway after the testbed is completed and commence full-scale aquaculture demonstration trials. With the timely securing of the hinterland complex through this land reserve program, it is expected that the establishment of a salmon industry ecosystem encompassing research, production, processing, and distribution will also accelerate.

The land reserve program for public development is a system in which the LH Land Bank compensates for and secures land necessary for a project in advance, then supplies it to the project implementer in a timely manner. Pohang City expects to reduce project costs by securing land before land prices rise, and anticipates that the financial burden can be alleviated through installment payments over a maximum of five years.

Furthermore, as LH will take sole charge of land compensation, administrative burdens will be reduced and the project duration shortened, making it possible to begin construction of the hinterland complex within 2026.

Pohang City plans to commence construction within the year following the review of the Gyeongsangbuk-do Industrial Complex Plan this coming June. If the project proceeds as planned, the first shipment of "Pohang-produced salmon" is scheduled for December 2027, and a salmon farming industrial complex with an annual production capacity of 11,000 tons is expected to be established by 2030.

Kim Jeong-pyo, Director of the Marine and Fisheries Bureau of Pohang City, stated, “With the selection of the second-phase hinterland site for the land reserve project, the issue of securing land, which was a key challenge in establishing the specialized salmon farming complex, has been resolved.” He added, “Starting with the completion of the testbed, we will proceed without setbacks to develop the hinterland complex and foster Pohang into a world-class smart fisheries hub city targeting the Northeast Asian salmon market.”
