포항시는 경북도와 30일 시청 중회의실에서 ‘국가에너지 복합기지 구축 기본구상’ 용역 최종보고회를 열고, 영일만항의 기능 전환을 위한 단계별 추진 전략을 발표했다고 밝혔다. 

이날 보고회에는 포항시와 경북도 관계 공무원을 비롯해 학계, 연구기관, 관련 기업 관계자 등 15명이 참석해 용역 결과를 공유하고 향후 추진 방향을 논의했다.

이번 기본구상은 탄소중립 실현과 신재생에너지 확대 등 국가 에너지 전환 정책에 선제적으로 대응하고, 영일만항의 기능 고도화를 통해 새로운 성장동력을 확보하기 위해 마련됐다. 포항시는 영일만항을 단순 물류 항만이 아닌, 에너지 생산·저장·활용·공급 기능이 융합된 복합 에너지 항만으로 육성한다는 구상이다.

시는 지난 1월부터 12월까지 기본구상 수립 용역을 추진하며, 영일만항을 중심으로 한 국가에너지 복합기지 조성의 큰 틀을 마련했다. 단기적으로는 해상풍력 지원 항만과 배후단지 조성, 수소·암모니아 도입 등을 통해 청정에너지 중심의 탄소중립 거점 항만을 구축하고, 장기적으로는 석유·천연가스 등 에너지 자원 처리·공급 기능을 갖춘 자원개발 거점 항만으로 단계적 전환을 추진할 계획이다.

아울러 이번 기본구상을 계기로 영일만항 확장 개발과 연계한 실행 과제를 구체화하고, 전국 항만 기본계획 등 관련 국가계획에 반영하기 위한 후속 절차와 정책 대응에도 본격적으로 나설 방침이다.

김정표 포항시 일자리경제국장은 “영일만항 에너지 복합기지 구축은 포항이 동해안 에너지 공급망의 핵심 거점이자 국가 에너지 전략을 실현하는 중심 도시로 도약하는 전환점이 될 것”이라며 “전국 항만 기본계획 반영과 국가 재정사업, 각종 공모사업 유치를 위해 관계 부처와 지속적으로 협의하고 민·관 협력을 강화해 나가겠다”고 밝혔다.

포항시는 이번 기본구상이 영일만항 미래 기능 전환의 출발점인 만큼, 향후 국가 에너지·항만 정책과 연계한 실질적인 사업화에 행정 역량을 집중하고, 에너지 전문가 워킹그룹 운영을 통해 관계기관과 전문가 의견을 지속적으로 반영해 사업 완성도를 높여 나갈 계획이다.

In the long term, the city plans to gradually transform the port into a resource development hub, equipped with energy resource processing and supply capabilities such as oil and natural gas.

Furthermore, with this basic plan as a momentum, the city plans to concretize implementation tasks related to the expansion and development of Yeongilman Port and actively engage in follow-up procedures and policy responses to incorporate the port into relevant national plans, including the National Port Master Plan.

Kim Jeong-pyo, Director of the Pohang City Employment and Economic Affairs Bureau, stated, "The construction of the Yeongilman Port Energy Complex will be a turning point for Pohang, establishing itself as a key hub in the East Sea energy supply chain and a central city for implementing the national energy strategy." He added, "We will continue to consult with relevant ministries and strengthen public-private cooperation to incorporate it into the national port master plan and attract national financial projects and various public offerings."

Since this basic plan marks the starting point for the future functional transformation of Yeongilman Port, Pohang City plans to focus its administrative capabilities on practical commercialization in line with national energy and port policies. Furthermore, through the operation of an energy expert working group, Pohang City plans to continuously incorporate input from relevant organizations and experts to enhance the project's completion.
