시는 8일 면세유 가격 급등으로 어업 경영비 부담이 크게 증가함에 따라 총 10억 5,945만 원 규모의 ‘어업용 유류비 긴급지원사업’을 추진한다고 밝혔다.

이번 사업은 포항시에 등록된 어선 1,151척을 대상으로 유류 사용량에 따라 리터당 99원을 지원하는 방식으로 진행된다. 유류비가 어업 경영비에서 차지하는 비중이 큰 점을 고려해 어업인의 부담을 덜고, 조업 중단 및 수산물 가격 상승을 사전에 방지하기 위한 조치다.

실제로 어업용 면세유 공급단가는 4월 기준 드럼(200리터)당 27만 6,000원으로, 3월 17만 7,000원 대비 9만 9,000원 상승해 한 달 사이 56% 이상 급등한 것으로 나타났다.

이에 따라 시는 예비비를 긴급 투입하고 지원 절차를 간소화해 어업인들이 신속하게 혜택을 체감할 수 있도록 할 계획이다. 다만 도내 시·군 미거주자, 최근 2년 내 보조금 부정 수급자, 수산관계법령 위반으로 행정처분을 받은 경우 등은 지원 대상에서 제외된다.

재원은 시비 7억 4,161만 원과 도비 3억 1,783만 원으로 마련되며, 실제 조업에 사용된 유류를 기준으로 지원이 이뤄진다. 특히 소규모 연안어업과 영세 어업인을 우선 고려해 정책 실효성을 높인다는 방침이다.

정철영 포항시 수산정책과장은 “유가 상승 장기화로 어업인들의 경영 부담이 가중되고 있다”며 “이번 긴급 지원이 어업 경영 안정에 실질적인 도움이 되길 기대한다”고 말했다. 이어 “앞으로도 어업인 생계 안정과 지역 수산업 활성화를 위한 지원을 지속적으로 확대해 나가겠다”고 덧붙였다.

이번 지원은 지방비로 추진되며, 정부 역시 추가경정예산을 통해 총 468억 원 규모로 어업용 유류비 기준가격(리터당 1,070원)을 초과하는 금액에 대해 한도 내 별도 지원을 병행할 예정이다.

한편 포항시는 향후 유가 변동 상황을 지속적으로 점검하고 추가 지원 방안도 검토하는 등 어업인 지원 정책을 강화해 나갈 계획이다.
