포항시는 20일 서울 여의도 하나증권 본사에서 영일대해수욕장 공영주차장 부지를 활용한 도시개발사업에 대한 민관 사업협약을 체결했다. 이날 협약식에는 이강덕 포항시장을 비롯해 하나증권, 대우산업개발 등 민간사업 관계자들이 참석해 특급호텔을 중심으로 한 복합 해양레저관광도시 조성에 뜻을 모았다.

이번 협약에 따라 하나증권은 민관협력 투자자로 참여해 금융 구조 설계와 자문을 맡으며, 사업의 안정성과 전문성을 뒷받침할 예정이다.

해당 사업은 지난해 10월 영일대해수욕장 공영주차장 부지(6,869㎡) 도시개발사업의 우선협상대상자로 ‘포항오션포스트 컨소시엄’이 선정된 이후, 사업 조건과 공공성 확보 방안에 대한 협의를 거쳐 추진돼 왔다.

총사업비 3,772억 원 규모의 민간투자 방식으로 추진되며, 지상 26층·지하 4층, 220실 규모의 특급호텔이 조성될 예정이다. 호텔에는 연회장과 회의실, 인피니티 풀, 스카이라운지 등 고급 부대시설이 들어서며, 글로벌 호텔 브랜드를 도입해 수준 높은 숙박 서비스와 브랜드 레스토랑, 각종 연회·행사 기능을 제공할 계획이다.

또한 호텔과 영일대해수욕장을 직접 연결하는 보행육교 ‘퐝퐝브릿지’를 조성해 해변 접근성을 높이고, 주변 상권과의 상생을 고려한 관광 동선을 구축한다는 방침이다.

공영주차장 부지 활용에 따른 주차 문제를 해소하기 위해 인근 여객선터미널 부지를 활용해 기존 주차대수 250면을 이전·확보하는 공사도 병행된다. 공사 기간에는 임시 주차장을 조속히 조성·운영해 시민과 관광객의 불편을 최소화할 계획이다.

포항시는 이번 협약을 시작으로 오는 3월 특수목적법인(SPC) 설립과 실시계획 수립 등 인허가 절차에 착수하고, 2027년 10월 착공해 2032년 완공을 목표로 단계적으로 사업을 추진할 예정이다.

아울러 영일대 특급호텔 건립을 계기로 환호공원과 송도 일대까지 고급 숙박시설 유치가 가시화되면서, 주요 해변을 연결하는 체류형 해양관광 기반 구축에도 속도가 붙을 것으로 기대된다.

이강덕 포항시장은 “영일대 특급호텔은 포항 해양관광 경쟁력을 한 단계 끌어올리는 전환점이 될 것”이라며 “체류형 관광과 국제행사, 시민의 일상이 조화를 이루는 공간으로 조성해 지역의 새로운 성장 동력이 되도록 하겠다”고 밝혔다.

The construction project for Pohang's first luxury hotel has entered the full-fledged implementation phase with the signing of a public-private partnership agreement.

On the 20th, Pohang City signed a public-private partnership agreement for an urban development project utilizing the former Yeongildae Beach public parking lot site at the Hana Securities headquarters in Yeouido, Seoul. The signing ceremony was attended by Pohang Mayor Lee Kang-deok, Hana Securities, Daewoo Industrial Development, and other private sector representatives, who agreed to create a multi-purpose marine leisure tourism city centered around the luxury hotel.

Under this agreement, Hana Securities will participate as a public-private partnership investor, providing financial structure design and advisory services, ensuring the stability and expertise of the project.

This project, which began in October of last year after the Pohang Ocean Post Consortium was selected as the preferred bidder for the urban development project on the former Yeongildae Beach public parking lot site (6,869㎡), has been underway since then, following discussions on project terms and measures to ensure public interest.

The project, a private investment project with a total cost of 377.2 billion won, will feature a 26-story, 4-story underground luxury hotel with 220 rooms. The hotel will feature high-end amenities such as a banquet hall, conference rooms, an infinity pool, and a sky lounge. The hotel will also feature global hotel brands, offering high-quality accommodations, branded restaurants, and various banquet and event facilities.

Furthermore, a pedestrian overpass, the "Hwap Hwap Bridge," will directly connect the hotel to Yeongildae Beach, improving beach access and creating a tourist route that fosters a synergy with the surrounding commercial district.

To address parking issues arising from the use of public parking lots, construction will also be conducted concurrently to relocate and secure 250 parking spaces on the nearby passenger ship terminal site. During construction, a temporary parking lot will be established and operated as soon as possible to minimize inconvenience to citizens and tourists.

Following this agreement, Pohang City will initiate the permitting process, including the establishment of a special purpose corporation (SPC) and the development of an implementation plan, in March. Construction will commence in October 2027, with the goal of completion in 2032.

Furthermore, with the construction of the Yeongildae luxury hotel, the attraction of high-end accommodations to Hwanho Park and the Songdo area is becoming more apparent, accelerating the development of a marine tourism infrastructure connecting major beaches.

Pohang Mayor Lee Kang-deok said, “The Yeongildae Luxury Hotel will be a turning point that will elevate Pohang’s marine tourism competitiveness to the next level,” and added, “We will create a space where residential tourism, international events, and the daily lives of citizens are in harmony, and it will become a new growth engine for the region.”
