시는 8일 시청 중회의실에서 ‘중동 사태 장기화에 따른 에너지 위기 대응 기업 간담회’를 열고, 철강·이차전지 등 지역 핵심 산업 관련 기업들의 현장 애로사항을 청취했다.

이번 간담회는 지난달 열린 ‘중동 사태 관련 포항시 긴급 경제 상황 점검회의’의 후속 조치로, 산업 피해를 줄이고 실효성 있는 대응 방안을 마련하기 위해 추진됐다.

이날 간담회에는 철강 및 이차전지 기업과 유관기관 관계자 등 20여 명이 참석해 K-스틸법 시행령 제정, 계시별 전기요금 체계 개편, 에너지 가격 상승 등 주요 현안을 공유하고 업종별 대응 전략을 논의했다.

참석 기업들은 중동 지역 정세 불안이 장기화될 경우 국제 에너지 시장 변동성이 확대되면서 제조원가 상승과 물류비 부담 증가, 수출입 차질 등 복합적인 어려움이 예상된다고 밝혔다. 이에 따라 정부와 지자체의 신속하고 실질적인 지원이 필요하다는 의견을 제시했다.

특히 포항의 주력 산업인 철강 분야는 공정 특성상 에너지 소비가 크고 수출입 의존도가 높아 국제유가와 물류비 변동에 취약한 구조다. 여기에 미국의 고관세 정책, 중국산 저가 철강 공급 과잉, 환율 상승 등 대외 변수까지 겹치며 기업 부담이 가중되고 있다.

이차전지와 수소에너지 등 신성장 산업 역시 원자재 수급 불안과 에너지 비용 상승의 영향을 받을 것으로 예상되면서 산업 전반에 대한 선제 대응 필요성이 커지고 있다.

이에 포항시는 중동 사태 심화로 인한 호르무즈 해협 물류 차질 가능성에 대비해 원자재 수급 상황을 상시 점검하고, 수출기업 해외 물류비 지원과 산업위기 대응 맞춤형 지원, 수출 활성화 사업 등을 강화할 방침이다. 아울러 피해 기업에 대한 지방세 지원 등 다각적인 지원책을 통해 철강 산업과 물류·운수 업계의 타격을 최소화한다는 계획이다.

또한 자원안보 ‘경계’ 단계에 따라 공공기관 승용차 2부제(홀짝제)와 공영주차장 5부제를 시행하고, 종량제 봉투 수급 관리를 통해 나프타 수급 불안에 따른 사재기를 방지하는 등 생활 안정 대책도 병행한다. 에너지 위기 대응 비상대책 상황반은 소비자 물가 대응반과 통합해 확대 운영할 예정이다.

장상길 포항시장 권한대행은 “중동 사태 장기화는 지역 주력 산업 전반에 영향을 미칠 수 있는 중대한 사안”이라며 “기업들의 애로사항을 면밀히 파악하고 중앙정부와 협력해 신속한 지원이 이뤄지도록 하겠다”고 밝혔다. 이어 “물가와 에너지 비용 상승에 따른 시민 부담을 최소화하고 지역 산업과 민생경제 안정을 위해 모든 행정력을 집중하겠다”고 강조했다.

Approximately 20 people, including representatives from steel and secondary battery companies and related agencies, attended the meeting to share key pending issues—such as the enactment of the K-Steel Act Enforcement Decree, the restructuring of the time-of-use electricity rate system, and rising energy prices—and to discuss response strategies for each industry sector. Participating companies stated that if political instability in the Middle East persists, increased volatility in the international energy market is expected to lead to complex difficulties, including rising manufacturing costs, increased logistics burdens, and disruptions to imports and exports. Accordingly, they expressed the opinion that prompt and substantial support from the central and local governments is necessary.

In particular, the steel sector, Pohang's core industry, is structurally vulnerable to fluctuations in international oil prices and logistics costs due to the high energy consumption inherent in its manufacturing processes and its heavy reliance on imports and exports. Furthermore, the burden on companies is intensifying as external variables such as high U.S. tariff policies, an oversupply of low-priced Chinese steel, and rising exchange rates overlap.

As new growth industries such as secondary batteries and hydrogen energy are also expected to be affected by raw material supply instability and rising energy costs, the need for preemptive responses across the entire industry is growing.

In response, Pohang City plans to continuously monitor the supply of raw materials to prepare for potential logistics disruptions in the Strait of Hormuz caused by the deepening crisis in the Middle East. The city intends to strengthen support for overseas logistics costs for export companies, provide customized support for industrial crises, and enhance export promotion initiatives. In addition, the plan is to minimize the impact on the steel industry and the logistics and transportation sectors through multifaceted support measures, such as local tax relief for affected companies.

Furthermore, in accordance with the resource security "Alert" level, measures to stabilize livelihoods will be implemented in parallel. These include the implementation of an odd-even system for passenger vehicles at public institutions and a five-day rotation system for public parking lots, as well as managing the supply of pay-as-you-throw garbage bags to prevent hoarding caused by naphtha supply instability. The Emergency Response Team for the Energy Crisis will be expanded and integrated with the Consumer Price Response Team.

Jang Sang-gil, Acting Mayor of Pohang, stated, "The prolonged crisis in the Middle East is a critical issue that could affect the region's key industries as a whole." He added, "We will closely identify the difficulties faced by businesses and cooperate with the central government to ensure swift support." He further emphasized, "We will concentrate all administrative efforts on minimizing the burden on citizens caused by rising prices and energy costs, and on stabilizing local industries and the people's livelihood economy."
