이날 국민의힘 주호영 의원과 더불어민주당 양부남 의원 등은 신공항 추진 방식의 한계를 지적하고, 국가가 직접 나서야 한다는 목소리를 냈다.

주호영 의원은 “대구경북신공항이라는 명칭 때문에 국민들은 새로운 공항을 짓는다고 오해하지만, 사실 이 사업의 본질은 도심 전투비행단 이전에 있다”고 말했다. 

이어 “군 공항은 국가 시설임에도, 중앙정부가 소극적으로 임하자 대구시가 직접 이전을 추진해오고 있다”며 “총 사업비가 20조 원이 넘는데, 군 공항 이전에만 약 2조 원이 들어 지방 재정으로 감당하긴 역부족”이라고 지적했다.

또 주 의원은 “공군 전투비행장 이전은 지금까지 전례가 없으며, 국가가 책임져야 할 일을 지방에 떠넘기는 것은 부당하다”고 비판했다. 그는 “대통령도 최근 국가 관여 필요성을 언급했다. 대구시가 한계에 봉착했다는 점을 정부에 적극적으로 설득해야 한다”고 덧붙였다.

김정기 대구시장 권한대행 역시 “내년도 보상비만 2천억 원을 넘겨 시 재정만으로는 더 이상 감당할 수 없는 상황”이라며 “기부대양여 방식으로는 사업 추진에 구조적 한계가 있다”고 말했다.

양부남 의원은 사업 추진 자체의 근본적인 문제를 짚었다. 양 의원은 “군 공항 이전은 국가 전략적 필요가 아니라 시민 소음 피해에서 비롯된 것”이라며 “이 때문에 재정 사업이 아닌 기부대양여 방식으로 추진돼 왔다”고 설명했다.

이어 “2013년부터 법적으로 기부대양여 방식만 가능해 현재 구조로는 재정 지원을 받기 어렵다”며 “이 제도가 지방에 과도한 부담을 지우고 있다”고 꼬집었다.

양 의원은 “기부 재산과 양여 재산의 평가 기준이 다르고, 종전 부지 건물 철거비 같은 구조적 불합리도 많다”며 “대구와 광주가 힘을 모아 관련 법령 개정에 나서야 한다”고 제안했다.

이에 대해 나웅진 대구시 신공항건설추진단장은 “기부대양여 방식 사업은 현재 기획재정부 국유재산 관리 지침에 따라 진행 중”이라며 “양 의원이 지적한 문제점들은 이미 인지하고 있으며, 법령 및 지침 개정을 위해 기재부와 지속적으로 협의 중”이라고 밝혔다.

Acting Daegu Mayor Kim Jeong-gi also stated, "Next year's compensation costs alone will exceed 200 billion won, making it impossible for the city's finances to cover them alone." He added, "There are structural limitations to pursuing the project under the donation-grant system."

Representative Yang Bu-nam pointed out the fundamental problems with the project itself. He explained, "The military airport relocation was not a strategic national necessity, but stemmed from noise pollution for citizens. For this reason, it was pursued under the donation-grant system, not as a public project."

He continued, "Since 2013, only the donation-grant system has been legally permitted, making it difficult to receive financial support under the current structure. This system places an excessive burden on local governments."

Representative Yang stated, "The valuation standards for donated and transferred properties differ, and there are many structural injustices, such as the cost of demolishing buildings on the former site." He proposed, "Daegu and Gwangju should join forces to revise relevant laws."

In response, Na Woong-jin, head of the Daegu City New Airport Construction Promotion Team, stated, "The donation-transfer project is currently proceeding in accordance with the Ministry of Strategy and Finance's national property management guidelines. We are already aware of the issues raised by Representative Yang, and we are in ongoing consultation with the Ministry of Strategy and Finance to revise the laws and guidelines."
