또한, 정부가 약속한 매년 5조 원 규모 재정 지원에 대해서도 “행정비용으로 소진될 가능성이 크다”며 “정부 기능 이전에 따른 일반예산 포함 지원은 실질적 인센티브가 될 수 없다”고 비판했다. 이어 “행정통합교부세와 재정 지원의 성격을 법에 명확히 규정하고, 국세와 지방세 비율을 8대2에서 7대3, 더 나아가 6대4로 전환하는 제도 개편이 통합보다 먼저 이뤄져야 한다”고 요구했다.

배 청장은 “뭉치면 살고 흩어지면 죽는다는 이분법적 접근은 AI와 로봇 시대를 살아가는 지역 청년들에게 더 이상 설득력이 없다”며 “행정통합이 지역 간 낙인효과와 새로운 갈등을 초래할 수 있다는 점도 고민해야 한다”고 덧붙였다.
