최경환 전 경제부총리는 최근 페이스북을 통해 논평을 내고 현재 추진 중인 통합 방식을 ‘시·도민을 배제한 독단적 행정’으로 규정하고 강력히 비판했다. 최 전 부총리는 특히 재원 확보, 자치권 강화, 주민 동의라는 ‘통합의 3대 필수 요소’ 중 어느 하나도 확인되지 않았다는 점을 꼬집었다. 

그는 “중앙정부로부터 자치권과 재원에 대한 확답도 받지 못한 상태에서 추진되는 통합은 지역의 미래를 담보로 한 무책임한 도박이자 중앙정부에 백지수표를 발행해 준 것이나 다름없다”며 “무슨 근거로 이토록 급하게 동의해 준 것”인냐고 의문을 나타냈다. 그러면서 “임기가 얼마 남지 않은 단체장과 시·도의원들이 무슨 자격으로 시·도민의 눈과 귀를 가리고 이토록 중대한 사안을 독단적으로 밀어붙이는 것은 ‘민주적 정당성을 결여한 입법권 남용’”이라고 경고했다. 

그는 “국회가 특별법 심의에 앞서 중앙정부로부터 재원 확보와 자치권 강화에 관한 구체적이고 확정적인 내용을 반드시 받아내야 한다”고 했다. 또, “그 내용을 바탕으로 주민투표 등 시·도민의 동의를 구하는 절차를 거칠 것”도 강력하게 촉구했다. 다시 말해 중앙정부의 구체적인 지원책을 확보하고 그 내용을 다시 시도민 주민투표에 부쳐 동의 여부를 명확히 해야 한다는 것이다. 이는 이철우 경북도지사가 ‘그동안 6년 동안 준비해왔다‘는 주장을 정면으로 반박하는 것으로, 사실상 중앙정부가 제시한 행정통합 제안은 전혀 다른 방식인 만큼, 새로운 방식의 논의가 진행되어야 한다는 주장인 셈이다.

그는 “이번 결정이 역사에 어떤 오점으로 기록될지, 그리고 다가오는 총선에서 시·도민의 얼마나 준엄한 심판을 받게 될지 국회의원들은 똑똑히 기억하고 무겁게 고민해야 한다”며 “대구·경북의 백년대계가 정당한 원칙과 절차에 따라 추진되는지, 시·도민들과 함께 눈을 부릅뜨고 지켜보겠다”고 강조했다. 

입으로 밝히지는 않지만 대구경북 행정통합에 대한 의심의 눈은 최 전 부총리 뿐 아니다. 현역 대구경북 지역 국회의원 다수가 사실상 통합에 대하여 신중론을 견지하고 있다. 대표적으로 김형동 국회의원은 북부권의  균형발전에 상당한 의심을 갖고 있다. 지난 주 지역국회의원과 이철우 도지사가 만난 자리에서도 그는 강한 신중론을 제기하면서 '지사님이 통합시장이 된다면 동의하겠다"는 다소 농이 가득한 발언을 했다고 한다. 북부 지역의 균형발전 및 소외 걱정이 가득 담긴 발언으로 풀이된다. 김 의원을 비롯하여 5~6명의 경북 지역 국회의원들이 신중론이다. 대구에서도 최소 2명 정도가 신중론인것으로 확인되고 있다.

이러한 정치적 비판은 행정 현장으로도 번지고 있다. 대구시공무원노조는 최근 성명을 통해 통합 과정의 불투명성과 졸속 추진에 대한 우려를 표명했다. 노조 측은 구체적인 행정 체계 개편안이나 공무원 처우, 조직 운영의 효율성에 대한 면밀한 검토 없이 ‘속도전’에만 치중하고 있다고 지적한다.
