【브레이크뉴스 경북 】이성현 기자=최경환 전 경제부총리가 박근혜 정부 시절 추진했던 경제 정책을 정리한 정책서 '박근혜 정부의 경제 정책: 초이노믹스'와 자전적 에세이 '최경환입니다'를 동시에 출간했다.

'박근혜 정부의 경제 정책: 초이노믹스'는 최 전 부총리가 2016년 경제부총리 퇴임 당시 집필을 마쳤던 원고를 바탕으로 한 책이다. 탄핵과 수감 등 정치적 격변 속에서 공개되지 못했던 기록이 약 10년 만에 세상에 나오게 됐다.

최 전 부총리는 서문에서 “역대 대통령 가운데 박근혜 대통령만큼 공은 묻히고 과만 부각돼 평가받는 인물은 없다”며 “탄핵이라는 부정적 이미지에 가려진 경제 정책 성과들이 정당한 평가를 받길 바라는 마음에서 원고를 출간하게 됐다”고 밝혔다.

책에는 박근혜 정부 당시 저성장 국면을 돌파하기 위해 추진했던 이른바 ‘초이노믹스’의 정책 철학과 실행 과정이 담겼다. 저자는 당시 정책을 총 8부로 나누고, 이를 네 가지 핵심 주제로 정리했다.

첫 번째는 노동·공공·교육·금융 등 4대 구조개혁과 경제 시스템 혁신으로, 17년 만의 노사정 대타협 등 개혁 추진 과정의 비하인드 스토리를 소개했다. 두 번째는 대외 경제 영토 확장과 국가 위상 제고로, 사상 최고 국가신용등급 달성, AIIB 가입, 한·중 FTA 타결 등 외교·경제 성과를 다뤘다. 세 번째는 청년·민생 중심 정책으로, 청년고용 증대세제와 경력단절 여성 지원, 소상공인 진흥 정책 등을 담았다. 네 번째는 조세·재정 정상화와 정책 소통으로, 연말정산 개편과 종교인 과세 추진 과정, 현장 중심 정책 결정 사례를 기록했다.

정책서와 함께 출간된 에세이 『최경환입니다』는 공직자로서의 삶과 개인적 성찰을 담은 자전적 기록이다. 신참 사무관 시절의 경험부터, 여자농구연맹 총재 시절 팀 해체 위기를 막고 아시안게임 금메달을 이끌어낸 과정, ‘초이노믹스’ 설계자로서의 고뇌와 독방 수감 중 성찰의 시간 등이 담겼다.

최 전 부총리는 “경제 정책의 최종 평가는 국민의 삶이 나아졌는지로 결정된다고 믿는다”며 “지난날의 영광과 시련 모두를 삶의 거름으로 삼아 사회에 보답하며 살겠다”고 밝혔다. 이어 “이번 저서가 후배 공무원들에게 실질적인 도움이 되고, 경제 재도약을 위한 담론 형성과 국민들에게 위안이 되길 바란다”고 덧붙였다.

한편 최 전 부총리는 저서 출간에 맞춰 공식 유튜브 채널을 통해 출판기념회 안내 영상과 책 소개 콘텐츠를 공개하며 독자들과의 소통에 직접 나섰다.

Former Deputy Prime Minister for Economic Affairs Choi Kyung-hwan has simultaneously published a policy book, "The Park Geun-hye Administration's Economic Policy: Choinomics," which summarizes the economic policies pursued during the Park Geun-hye administration, and an autobiographical essay, "This is Choi Kyung-hwan."

"The Park Geun-hye Administration's Economic Policy: Choinomics" is based on a manuscript Choi completed when he left his post as Deputy Prime Minister for Economic Affairs in 2016. These records, which had been kept secret for nearly a decade amidst the political upheaval surrounding his impeachment and imprisonment, have finally been released to the public.

In the foreword, Choi stated, "Of all presidents, no one has been evaluated as highly as President Park Geun-hye, with her accomplishments overshadowed by her negative image. I have published this manuscript in the hope that her economic policy achievements, overshadowed by the negative image of her impeachment, will receive a fair evaluation."

The book explores the policy philosophy and implementation process of "Choinomics," the so-called "Choinomics" policy pursued during the Park Geun-hye administration to overcome the low-growth period. The author divides the policy into eight parts and organizes them into four core themes.

The first part, covering the four major structural reforms (labor, public, education, and finance) and the innovation of the economic system, introduces the behind-the-scenes stories of the reforms, including the first tripartite agreement between labor, management, and the government in 17 years.

The second part, focusing on expanding the country's economic territory and enhancing national status, covers diplomatic and economic achievements such as achieving a record-high sovereign credit rating, joining the AIIB, and concluding the Korea-China FTA.

The third part, focusing on youth and livelihood-focused policies, covers tax incentives for youth employment, support for women on career breaks, and policies to promote small businesses.

The fourth part, focusing on tax and fiscal normalization and policy communication, documents the process of implementing year-end tax settlement reforms and taxation of religious figures, as well as examples of policy decisions made on the ground.

Published alongside the policy book, the essay "This is Choi Kyung-hwan" is an autobiographical account of his life as a public servant and his personal reflections. It covers his experiences as a rookie public servant, his journey as president of the Women's Basketball Federation, where he saved the team from disbandment and led it to a gold medal at the Asian Games, his struggles as the architect of "Choinomics," and his reflections during solitary confinement.

Former Deputy Prime Minister Choi stated, "I believe that the ultimate evaluation of economic policy is determined by whether it has improved the lives of the people. I will use both past triumphs and trials as a learning experience and live a life of giving back to society." He added, "I hope this book will provide practical assistance to younger public servants, shape the discourse on economic revitalization, and provide comfort to the public."

Meanwhile, former Deputy Prime Minister Choi is continuing to communicate with readers through a book launch video and book introduction content on his official YouTube channel.
