특히 외국인 투자기업의 고령자 고용 의무 제외(제214조)를 통한 연령 차별 법제화, 글로벌미래특구 내 광범위한 규제 배제(제230조) 등이 대표적 독소조항으로 꼽혔다.

교육 및 의료분야에서는 교육감에게 영재학교·외국교육기관 설립 등의 전권을 부여해 ‘교육 서열화’를 심화시키고(제66~72조), 의료법인의 부대사업 범위를 조례로 확장(제312조)해 의료 공공성을 약화시킬 우려가 있다고 지적했다. 

이밖에 환경영향평가 협의권(제172조)과 농지·산지 전용 허가권(제261·264조)을 특별시장에게 이양하는 것은 대형 개발 사업을 위해 환경 제어 장치를 무력화하는 처사라고 비판했다.

“6월 지방선거 맞춤형 군사작전 중단해야”

정의당 대구시당은 이번 행정통합 추진이 주민과의 소통 없이 대통령의 지시와 내년 지방선거 일정에 맞추기 위해 ‘군사작전’처럼 몰아치고 있다고 꼬집었다. 정의당은 일회성 예산 지원이라는 감언이설 대신 실질적인 재정 분권과 풀뿌리 자치를 보장할 수 있는 방안을 재검토해야 한다고 강조했다.

그러면서 “최소 1년 이상의 충분한 국민적 숙의를 거친 뒤 주민투표로 최종 결정해야 한다”며, “주민의 목소리를 지우고 민주주의를 훼손하는 졸속 통합에 결코 동의할 수 없다”고 밝혔다.

Furthermore, they criticized the transfer of environmental impact assessment consultation authority (Article 172) and agricultural and mountainous land conversion permit authority (Articles 261 and 264) to the special mayor, saying it neutralizes environmental control mechanisms for the sake of large-scale development projects.
