【브레이크뉴스 대구】진예솔 기자=대구지역 6개 정당이 15일 대구시청 앞에서 기자회견을 열고 지방의회 선거제도 개혁을 촉구하고 나섰다. 

조국혁신당, 진보당, 기본소득당, 녹색당, 노동당, 정의당 대구시당 등 6개 정당은 헌법재판소의 위헌 결정 이후에도 국회가 선거제도 개편 논의를 사실상 외면하고 있다며 조속한 입법을 요구했다.

이들은 2026년 제9회 지방선거 예비후보 등록이 두 달 앞으로 다가왔지만, 국회가 아무런 논의기구나 일정도 내놓지 않고 있다고 꼬집었다. 

특히 지난해 10월 23일, 헌법재판소가 현행 광역의회 선거구 획정에 헌법불합치 결정을 내린 점을 강조하며, 헌재가 내년 2월 19일까지 공직선거법 개정을 명령했음에도 책임 있는 대안 마련이 미뤄지고 있다고 비판했다.

헌재는 선거구 간 인구 편차 기준도 기존 4대 1에서 3대 1로 더 엄격히 조정하라고 결정한 바 있다. 이에 따라 지난 지방선거의 광역의회 선거구 역시 위헌적 요소가 있었음이 이번 판결로 다시 한번 확인됐다고 이들 정당은 설명했다.

특히 군위군의 대구시 편입으로 대구 지방선거구의 재조정이 불가피해진 점도 지적했다. 군위군 인구가 약 2만 2천 명인 데 반해, 대구 내 대부분의 광역의회 선거구는 6만 7천 명 이상이다. 인구 편차 3대 1 원칙을 적용하면 기존 선거구제 유지가 어려워지면서, 소선거구제를 고수할 경우 의석이 10석 이상 늘어날 수밖에 없고, 선거 때마다 재획정이 반복될 수 있다는 우려도 제기됐다.

이들은 대안으로 중대선거구제 도입과 비례대표제 확대를 적극 검토해야 한다고 밝혔다. 실제로 국회에는 지난 7월 기초·광역의회 중대선거구제 법안, 9월 중대선거구제 및 비례대표 전환 법안, 그리고 지난달에는 지방의회 비례대표 의석 확대와 봉쇄조항 완화 등을 담은 입법안이 연달아 제출됐다.

참가자들은 “현행 선거제도가 유권자 의사를 부정확하게 반영하고, 특정 정당 독점과 무투표 당선 문제 등 민주주의 후퇴 현상을 낳고 있다”고 지적했다. “이제는 비례성 강화와 다양성 보장이라는 시대적 요구에 맞게 국회가 책임 있게 앞장서야 할 때”라고 목소리를 높였다.

The Constitutional Court also ruled to tighten the population disparity between electoral districts from the previous 4:1 to 3:1. These parties explained that this ruling reaffirms the unconstitutionality of the metropolitan council districts in the previous local elections.

They also pointed out that the incorporation of Gunwi County into Daegu City necessitated the redrawing of Daegu's local electoral districts. While Gunwi County has a population of approximately 22,000, most metropolitan council districts in Daegu have populations exceeding 67,000. Applying the 3:1 population disparity rule would make it difficult to maintain the existing electoral district system. Furthermore, concerns were raised that maintaining the single-member district system would inevitably lead to an increase of more than 10 seats, leading to repeated redrawing of districts with each election.

They suggested that alternatives such as the introduction of a multi-member district system and the expansion of proportional representation should be actively considered. Indeed, the National Assembly has submitted a series of bills, including a bill on the multi-member district system for local and metropolitan councils in July, a bill on the multi-member district system and the transition to proportional representation in September, and a bill last month that expands proportional representation seats in local councils and eases blocking provisions.

Participants pointed out that "the current electoral system inaccurately reflects voter will and is leading to democratic regression, such as the monopoly of certain political parties and uncontested elections." They added, "Now is the time for the National Assembly to take a responsible lead in meeting the demands of the times, strengthening proportionality and ensuring diversity."
