이 자리에서 용 의원은 공공구매 제도 정비와 지역순환경제 구축, 주민참여형 재생에너지 확대 등 현장의 목소리가 반영된 제도 개선 과제를 논의했다.

이날 간담회에는 허영철 대구사회적경제가치연대 회장, 이창원·강은경 대구사회적기업협의회 관계자, 임영락 사회적협동조합 무한상사 이사장, 박진영 대구시사회적경제지원센터 본부장, 이승석 기본소득당 사회연대경제특위 위원 등이 참석해 다양한 현장 의견을 전달했다.

참석자들은 공공구매가 사회연대경제의 핵심 판로임에도 현 제도가 각 기관의 자율과 선의에만 의존하고 있어 실질적인 시장 확대에는 한계가 있다고 지적했다. 임영락 이사장은 “공공구매 성과를 내려면 자치단체 합동평가나 공공기관 경영평가 지표에 이를 명확히 반영하고, 목표 비율도 단계적으로 높여야 한다”며 “이렇게 해야 시장 전체가 성장할 수 있다”고 강조했다.

수도권 중심의 공공조달 구조에 대한 비판도 제기됐다. 허영철 회장은 “지금의 공공조달 구조가 수도권에 집중되어 지역 성장을 막고 있다”며 “사회연대금융과 재생에너지, 돌봄까지 아우르는 지역 순환경제 체계가 필수적”이라고 말했다.

정책 추진 방식 개선에 대한 요구도 나왔다. 박진영 본부장은 “정책이 개별 사업 단위에만 머물면 지속성이 약하다”며 “공공구매와 사회연대금융, 중간지원조직을 유기적으로 연결할 지역 단위의 통합 전략과 상설 협의구조가 필요하다”고 밝혔다. 이승석 위원도 “단년도 공모와 잦은 기준 변경이 현장 지속성에 장애가 된다”며 중장기 지원 체계 전환을 촉구했다.

이외에도 간담회에서는 사회적 가치평가를 지역과 업종 특성에 맞게 재구성하고, 국가계약법과 지방계약법에 ‘사회적 가치 실현’ 조항을 명시하는 방안도 논의됐다. 공공구매 유공자 포상 제도 도입, 지역 간 연대형 공공구매 모델 신설, 공영부지를 활용한 사회연대경제 중심 재생에너지 사업 추진 등 구체적인 정책 제안들도 쏟아졌다.

용혜인 의원은 “사회연대경제가 양적 확대에 머무르지 않고, 지역 내에서 자원이 순환할 수 있는 제도적 기반 마련에 힘쓰겠다”며 “법과 제도 개선, 정책 제안 준비뿐 아니라 현장과의 소통도 지속적으로 이어가겠다”고 밝혔다.

Attendees pointed out that while public procurement is a key market for the social solidarity economy, the current system relies solely on the autonomy and goodwill of individual organizations, limiting its ability to effectively expand the market. Chairman Lim Young-rak emphasized, "To achieve public procurement performance, it must be clearly reflected in the joint evaluation of local governments and the management evaluation indicators of public institutions, and the target ratio must be gradually increased. Only then can the entire market grow."

Criticism was also raised about the public procurement structure, which is centered on the metropolitan area. Chairman Heo Young-cheol stated, "The current public procurement structure is concentrated in the metropolitan area, hindering regional growth." He added, "A regional circular economy system encompassing social solidarity finance, renewable energy, and care is essential."

Calls were also made for improved policy implementation methods. Director Park Jin-young stated, "If policies remain confined to individual business units, sustainability is limited. We need integrated strategies and a permanent consultative structure at the regional level that organically link public procurement, social solidarity finance, and intermediary support organizations." Commissioner Lee Seung-seok also urged a shift to a mid- to long-term support system, stating, "Single-year public offerings and frequent standard changes hinder on-site sustainability."

Additionally, the meeting discussed ways to restructure social value assessments to reflect regional and industry characteristics and to incorporate "social value realization" provisions into the National Contracts Act and the Local Government Contracts Act. Specific policy proposals also emerged, including the introduction of a public procurement award system, the creation of a regional public procurement model, and the promotion of renewable energy projects centered on the social solidarity economy utilizing public land.

Representative Yong Hye-in stated, "The social solidarity economy will not simply expand quantitatively; we will strive to establish an institutional foundation that enables resource circulation within the region. We will continue to improve laws and systems, prepare policy proposals, and communicate with the field."
