최근 전교조 대구지부는 행정통합 공청회와 정부의 ‘불수용’ 입장에 대해 유감을 표명하며, “교육분야 핵심 조항이 대거 빠진 채 형식적 통합만 추진되고 있다”며 통합 추진을 강하게 비판했다.

이어 “핵심 쟁점이 빠진 채 통합만 강조하는 자세는 책임 있는 행정이라고 볼 수 없다”는 비판도 덧붙였다.  

교육계가 문제 삼는 조항으로는 특권학교 설립, 국제 인증 교육과정 확대, 선행학습 허용, 학교급식 위탁, 급별 교차지도 등이 꼽혔다.  

안영빈 전교조 대구지부 정책실장은 “설명회가 단 1시간 만에 진행돼 교육주체들이 충분히 질의하거나 내용을 검토할 시간조차 없었다”며 “교사 정원 관리, 선발 권한, 교육재정과 교육과정에 대한 자율권 등 핵심 권한 이양이 빠진 통합은 본래 의미를 살릴 수 없다”고 비판했다.  

학교급식 위탁 조항에 대한 우려의 목소리도 이어졌다. 전국학교비정규직노조 대구지부 정지혜 사무처장은 “특별법 89조는 학교급식의 목적을 학생 건강에서 업체 이윤으로 바꾸는 위험한 내용”이라며 “학생 안전과 노동자 건강을 위협하는 해당 조항은 반드시 폐기되어야 한다”고 강조했다.  

전교조 대구지부는 “정부와 경북교육청 입장만 따를 것이 아니라, 대구 교육만의 원칙과 기준을 분명히 세우라”며 강은희 교육감의 공식 입장 발표를 요구했다.  

“교육주체의 충분한 의견 수렴 없이 진행되는 행정통합은 지역 교육에 혼란만 불러올 뿐”이라며, “공교육 후퇴로 이어질 우려가 있는 조항에 대해서는 끝까지 문제를 제기하겠다”는 입장도 밝혔다.

Ahn Young-bin, policy director of the Daegu branch of the Korean Teachers and Education Workers Union (KTU), criticized the briefing, saying, "The briefing lasted only an hour, leaving no time for educational stakeholders to adequately ask questions or review the content." He added, "The integration, which lacks the transfer of core authority, such as teacher quota management, selection authority, and autonomy over educational finance and curriculum, loses its original meaning."

Concerns also persisted regarding the school meal consignment provision. Jeong Ji-hye, secretary general of the Daegu branch of the National Union of Non-Regular School Workers, emphasized, "Article 89 of the Special Act is a dangerous provision that shifts the purpose of school meals from student health to corporate profits. This provision, which threatens student safety and worker health, must be abolished."

The KTU Daegu branch demanded an official statement from Superintendent Kang Eun-hee, stating, "Instead of simply following the government and the Gyeongbuk Office of Education, she should clearly establish Daegu's own educational principles and standards."

“Administrative integration that proceeds without sufficiently gathering opinions from educational stakeholders will only bring about confusion in regional education,” he said, adding, “We will continue to raise issues regarding provisions that could lead to a decline in public education.”
