【브레이크뉴스 구미】진예솔 기자=구자근 국민의힘 의원(구미시갑)이 글로벌 반도체 특허 분쟁과 소재·부품·장비(소부장) 경쟁 심화에 대응하기 위해 소부장 전담 연구원(진흥원) 설립을 공식 제안했다. 구 의원은 분산돼 있는 소부장 지원 정책을 하나로 묶어 연구개발(R&D)부터 인재 양성, 기업 지원까지 아우르는 전담기구의 필요성을 강조했다.
구 의원은 9일 “글로벌 반도체 공급망 경쟁이 소부장 전 분야로 확대되는 상황에서 전담 연구원이 있어야 시너지 효과를 극대화할 수 있다”며 정부 차원의 정책 과제로 연구원 설립을 추진해야 한다고 밝혔다.
또한 구 의원은 최근 국내 소부장 기업들이 글로벌 특허 분쟁으로 큰 부담을 겪고 있다고 지적했다. 구 의원은 “글로벌 장비사들의 특허 공세는 단순한 법적 분쟁을 넘어 기업의 비용 증가와 생산 위축, 기업 가치 하락으로 이어지는 실정”이라고 말했다. 실제로 글로벌 반도체 장비업체 램리서치는 2020년 이후 국내 기업을 상대로 12건의 특허침해금지 소송을 제기한 바 있다.
현재 반도체 관련 소부장 지원 사업은 각 부처별로 단편적으로 운영되고 있다. 반도체 특성화 대학, 부트캠프, 지역혁신중심 대학지원체계(RISE) 등 다양한 사업이 있으나, 이를 조정·연계할 전담 기관이 없어 기업들이 각자 대응해야 하는 구조라는 점도 문제로 지적했다.
구 의원은 “소부장 R&D, 테스트베드 구축, 전문 인력 양성, 기업 지원 등 모든 기능을 아우르는 컨트롤타워가 필요하다”며 “중앙에서 전략적으로 조정하지 않으면 중복 투자와 정책 비효율이 계속될 수밖에 없다”고 강조했다.
최근 반도체특별법 통과로 국가 차원의 반도체 클러스터 조성이 본격화되는 만큼, 전문 연구원 신설 필요성도 더욱 커지고 있다. 구 의원은 “클러스터 조성은 시작에 불과하다. 자립적인 기술력 확보 없이는 글로벌 경쟁에서 살아남기 어렵고, 이는 결국 국가 전략 과제”라고 밝혔다.
구 의원은 “반도체 산업의 경쟁력은 결국 소부장에서 비롯된다”며 “전담 연구원 설립을 통해 국내 기업들이 특허 리스크를 줄이고 기술 자립도를 높일 수 있도록 정부가 적극적으로 나서야 한다”고 강조했다.

In fact, global semiconductor equipment manufacturer Lam Research has filed 12 patent infringement lawsuits against domestic companies since 2020.
Currently, semiconductor-related material, component, and equipment support programs are being implemented piecemeal by each ministry. While various programs exist, including specialized universities for semiconductors, boot camps, and the Regional Innovation-Oriented University Support System (RISE), there is no dedicated organization to coordinate and connect these initiatives, leaving companies to respond individually.
Representative Koo emphasized, "A control tower encompassing all functions, including material, component, and equipment R&D, test bed construction, professional talent development, and business support, is necessary." He added, "Without strategic coordination at the central level, duplicate investments and policy inefficiencies will inevitably persist."
With the recent passage of the Special Act on Semiconductors, the development of a national semiconductor cluster is in full swing, further increasing the need for new specialized research centers. Representative Koo stated, "Creating a cluster is just the beginning. Without securing independent technological capabilities, survival in global competition will be difficult, and this is ultimately a national strategic task."
Rep. Koo emphasized, “The competitiveness of the semiconductor industry ultimately comes from small and medium-sized enterprises,” and “The government should take an active role in establishing a dedicated research institute so that domestic companies can reduce patent risks and increase their technological independence.”
