구자근 의원실이 제출받은 ‘주요국 중앙은행의 정책결정기구 의사록 공개 현황’에 따르면 미국은 회의 5년 후부터 실명회의록을 공개하고 있고, 영국과 일본도 각각 8년, 10년 후부터 실명회의록을 공개하고 있다.
반면 한국은행은 법률에 따라 금융통화위원회 회의내용을 요약한 의사록(익명)을 상시 공개하고 있고, 회의록 전문은 공개하지 않고 있다. 다만 회의 후 4년이 지나고 국회가 요구할 경우, 익명 처리된 회의록 전문을 비공개자료로 제출하고 있다.
금통위원들이 자유롭게 의견을 개진하고 소신 있는 결정을 보장해준다는 취지를 담고 있으나, 기준금리는 국민들의 실생활과 국가경제에 막대한 영향을 미치기 때문에 의사결정과정의 투명성을 높이고, 위원들의 책임감도 더 높여야 한다는 지적이 있다.
이에 구자근 의원은 기존의 공개방식을 유지하되 회의에 출석한 위원 전원이 임기 만료된 경우에는 실명 회의록 전문을 상시 공개하도록 하는 법안을 발의했다.
금통위원들이 소신 있고, 자유롭게 의견을 개진할 수 있도록 보장하면서도 국민의 알 권리를 보장하는 대안을 제시한 것이다.
구자근 의원은 “국민의 알 권리와 금통위원들의 책임감 제고라는 측면에서 보면, 법개정이 반드시 필요하다”며 “국책은행의 각종 정책 의사결정과정들이 더 투명하게 공개할 수 있는 방안들을 계속 모색하겠다”고 전했다.

Koo Ja-geun’s office, the United States discloses real-name meeting minutes starting five years after the meeting, while the United Kingdom and Japan disclose real-name meeting minutes starting eight and ten years after the meeting, respectively.
On the other hand, the Bank of Korea regularly discloses the minutes (anonymous) summarizing the contents of the Monetary Policy Committee meeting in accordance with the law, and does not disclose the full minutes. Although it is intended to ensure that the Monetary Policy Committee members can freely express their opinions and make confident decisions, there are criticisms that the transparency of the decision-making process should be increased and the members’ sense of responsibility should be heightened because the base interest rate has a huge impact on the people’s daily lives and the national economy.
Accordingly, Rep. Koo Ja-geun proposed a bill to maintain the existing disclosure method, but to permanently disclose the full name of the minutes of the meeting when the term of office of all members attending the meeting has expired.
This is an alternative that guarantees the public’s right to know while ensuring that the members of the Monetary Policy Committee can confidently and freely express their opinions.
Rep. Koo Ja-geun said, “In terms of the public’s right to know and enhancing the responsibility of the members of the Monetary Policy Committee, a revision of the law is absolutely necessary,” and “We will continue to seek ways to make the various policy decision-making processes of state-run banks more transparent.”
