구자근 의원은 28일 최근 물가상승과 연료비 상승으로 인한 서민들의 부담완화와 경차 보급활성화를 위해 법안제출 계획을 밝혔다.
현행법에 따르면 경차의 기준은 배기량 1,000cc 미만으로 길이가 4m 너비 2m, 그리고 높이가 2m 이하의 차량으로 모닝, 레이, 캐스퍼, 다마스 등이 있다.
정부는 온실가스 배출량이 적고 연료소비를 절감할 수 있는 경형자동차의 보급을 장려하기 위해 유류에 부과된 개별소비세액의 일부를 환급할 수 있도록 규정하고 있는데 이는 2023년 12월 31일에 종료될 예정으로 알려진다.
이에 구자근 의원은 경차의 경우 다양한 세금 혜택과 적은 유지비로 서민들이 주로 이용하는 만큼 최근 고물가와 연료비 상승으로 인한 부담을 줄여주기 위한 개별소비세 환급제도의 연장을 위한 법개정에 나섰다.
이에 구자근 의원은 “경제성이 높고 환경오염이 적은 경차의 보급을 늘이고 연료비 상승으로 인한 서민들의 부담완화를 위해 경차의 유류세 환급제도는 일몰 연장될 필요가 있다.”고 밝히며 “자동차 연료에 대한 개별소비세의 환급에 관한 특례의 적용기한을 2025년 12월 31일까지 2년 연장하는 「조세특례제한법 일부개정법률안」을 마련하여 공동발의 요건이 갖춰지는대로 국회에 제출할 예정”이라고 밝혔다.
