【브레이크뉴스 대구‧경북】이성현 기자=추경호 국민의힘 의원에 대한 체포동의안 표결이 임박한  가운데, 국민의힘이 오는 25일 구미와 대구에서 ‘법치수호 결의대회’를 강행한다.

이에 벌써부터 지역 안팎에서는 경북도의회가 “또 일정을 변경하면서 정치행사에 동원되는 것 아니냐”는 목소리가 거세지고 있다. 같은 날 대구·경북 시도의회는 예산결산특별위원회 등 핵심 의정 일정을 잡아 놓고 있기 때문이다. 기획경제, 농수산, 문화환경 등 3개의 상임위가 실국 예산안을 심사하는 일정이다. 

이미 경북도의회는 지난 12일 행감 일정을 병경해 당 규탄대회 참석차 서울로 향하면서 여론의 뭇매를 맞았다. 그런데 이번에도 의원들이 당 행사 참석을 위해 예결위 일정을 변경이라도 한다면, 이는 의회 스스로 중앙당릐 ‘정치 하청기관’임을 자인하는 꼴이라는 지적이 사실로 입증된다. 

예결위는 지역 예산을 결정하는 의회의 ‘심장부’로, 주민 세금을 어떻게 쓰고 어떤 사업을 살리고 접을지 판가름하는 자리라고 할 수 있다. 이런 중요한 자리를 비워두고 정치집회에 참석한다면, “의회가 일을 할 의지가 있는가”라는 근본적 의문이 제기될 수밖에 없다는 지적이다.

의회 내부에서도 우려가 나온다. “당 행사에 줄줄이 빠져나가면 심사가 무늬만 심사로 전락한다”, “이러다 의회가 존재 이유 자체를 잃는다”는 날선 목소리와 함께, 당사자들인 도의원들조차 매일 불려다니는 현실에 짜증이 극에 달해 있다. 

당사자들은 그렇다쳐도 지역민들의 지방의회가 중앙 정치의 눈치만 보며 일정을 이리저리 흔들면서 그 피해를 고스란히 안아야 할 판이다. 

박성만 의장은 최근 본지와의 통화에서 “행감 일정을 변경했다고 해서 도민들이 피해 본 것이 있느냐”고 역으로 질문하며 본질을 흐렸다. 그러나 이는 지방의회 의장의 입에서 나와야 할 소리는 아니라는 지적이다. 최소한의 지방의회에 대한 기본 개념조차도 정립되지 않고 인정하지 않으려는 몰상식한 자세에 혀를 내두를 수밖에 없는 지극히 무개념의 극치다. 

분명한 사실은 지방의회는 정당의 협력기관이기는 하나 일정이 있음에도 모르는 척 팽개치고 쪼르르 쫓아야 할 ‘동원 대상’은 아니다. 주민이 맡긴 ‘일’을 제때, 제대로 처리하는 곳이 지방의회가 되어야 한다.

실제, 25일 당의 일정 소식이 전해지면서 경북도의회 국민의힘 의원들 사이에서는 푸념이 나왔다. 이번에도 동원되어야 하는지, 그렇잖아도 행감 일정 변경으로 논란을 집었던 터라 도의원들의 마음은 속이 타는 듯 보였다. 

모 의원은 본지와 통화에서 “당 소속 의원으로 당 일정을 무시할 수는 없지만, 꼭 이래야 하는 지에 대하여는 깊은 의문이 든다. 규탄대회, 결의대회 좋다. 그러나 그보다 더 바라는 것은 당 지도부라도 삭발 투쟁 한번 하는 것이 국민들에게 더 진정성을 보여주는 것일 수 있겠다는 생각이 든다. 당 정체성도 모르겠다. 먼저 해야 할 일부터 해주고 따르라~한다면 우리도 기분좋게 나서 외치겠지만, 이런 식이라면 시간 투자, 돈 투자, 에너지 투자하고 기껏 가봐야 당대표 몇 마디 발언 듣고 오는 게 전부인데 뭣 하러 가야 하느냐”고 푸념했다.

모 위원회는 예산안 심사 일정을 그대로 소화하기로 했다. 모 위원장은 "의회 심사 일정이 중요한데 내팽겨치고 그 행사에 어떻게 가느냐"고 말했다. 당도 중요한 것은 사실이지만 지방의회 소속으로 일정이 있는한 당 행사가 고민이 될 수는 없다는 취지로 읽힌다. 

정치 일정이 잡힐 때마다 의정 일정이 휘청인다면, 남는 것은 “의회는 왜 존재하나”라는 냉소뿐이다. 주민들이 원하는 건 구호가 아니라 책상 앞에서 예산서 한 줄이라도 더 읽는 의원의 책임감이다. 당장 다음 주로 다가온 국민의힘 결의대회에 이들 지방의회는 어떤 행보를 보일까 시도민의 눈과 귀가 그들에게 쏠려 있다.

The Gyeongbuk Provincial Council already faced public criticism on the 12th when they abandoned their administrative inspection schedule and headed to Seoul to attend a rally condemning the party. However, if lawmakers disrupt the Budget and Accounts Committee schedule to attend party events, this will prove true the criticism that the council itself is admitting to being a "political subcontractor."

The Budget and Accounts Committee is the "heart" of the council, determining how taxpayer money will be spent and which projects will be revived or abandoned. If they vacate this crucial position to attend political rallies, it will inevitably raise fundamental questions about the council's commitment to its work.

Concerns are also rising within the council. Critics argue, "If they keep skipping party events, the review process will be reduced to a mere formality," and "If this continues, the council will lose its very reason for existence." Even the provincial council members themselves, the very people involved, are growing increasingly frustrated with the daily summons.

Even if the parties involved are in agreement, the local council, which operates under the central government's watchful eye, is forced to bear the brunt of the damage caused by its schedule being manipulated.

In a recent phone call with this newspaper, Speaker Park Sung-man obscured the essence of the matter by asking, "Have the residents suffered any harm because the administrative commission schedule was changed?" However, this is not something that should come from the mouth of a local council speaker. This is the height of ignorance, absurdly ignorant, and a failure to even establish and acknowledge the basic concepts of a local council.

The fact is clear: while local councils are cooperative organizations with political parties, they are not "objects of mobilization" to be ignored and shunned, even when there is a schedule. Local councils should be places where residents' "work" is properly and timely completed.

Indeed, when news of the party's schedule was released on the 25th, there was a grumbling among People Power Party members of the Gyeongbuk Provincial Council. They wondered if they should be mobilized again, and given the controversy surrounding the administrative commission schedule change, the council members seemed to be burning with anxiety.

In a phone call with our newspaper, Rep. Mo lamented, "As a party member, I can't ignore the party's schedule, but I deeply question whether it really has to be this way. Protests and resolution rallies are great. But even more than that, I think it would be more sincere for the party leadership to engage in a head-shaving protest to demonstrate their sincerity to the public. I don't even understand the party's identity. If they just do what needs to be done first and then tell us to follow, we'd happily step up and shout. But if this is the way things are, we're investing time, money, and energy, and all we get is a few remarks from the party leader. Why bother going?"

If the legislative schedule is disrupted every time a political event is scheduled, all that's left is cynicism, asking, "Why do we have a council?" What residents want isn't slogans, but a sense of responsibility from council members who read even one more line of the budget at their desks. With the People Power Party's resolution rallies approaching next week, the eyes and ears of the citizens of the city and province are focused on how these local councils will act.
