그나마 유일하게 선거에의 관심과 보수 집결을 유도할 수 있는 대안으로 ‘통합 선대위 구성’밖에 없다는 점에서 국민의힘의 마지막 선택지가 될 것으로 보인다. 당초에는 박근혜 출현을 통해 보수 집결을 노릴 것이라는 전망도 있었다. 그렇지만 최근 들어 세월호 3시간 등 박 전대통령이 다시 현장에 출현할 수 있는 명분들이 하나둘씩 사라지고 있다. 

여기에 대구 보궐 출마가 예상됐던 한동훈 전 대표 역시 부산으로 거의 확정하면서 2026년도 대구시장 선거를 준비하는 국민의힘으로서는 역대 가장 어려운 선거가 될 것이 분명하다. 

이런 상황에서 ‘대구경북통합선대위 구성’안은 대구·경북 행정통합이라는 거대 담론을 핵심 동력으로 삼겠다는 전략이지만, 이 구성안이 현실화되는 데 적지 않은 제약이 따르고, 그로 인해 실제 현실화는 쉽지 않을 것으로 전망된다. 어떤 제약들이 포함되어 있는지 검토해 봤다. 

‘따로 또 같이’의 역설… 선거법이 그은 금도

통합선대위의 가장 큰 걸림돌은 아이러니하게도 우리 선거법의 ‘독립성 원칙’이다. 현행 공직선거법은 후보자 간의 공동 선거운동을 엄격히 제한하고 있다.

법조계와 선관위 관계자들에 따르면, 후보 간 상호 찬조 연설(법 제79조)은 원칙적으로 금지된다. 대구시장 후보가 경북지사 후보의 유세차에 올라 마이크를 잡는 순간 법 위반 소지가 발생한다. 뿐만 아니라, 선거사무소 공동 설치나 선거 비용의 혼용 역시 정치자금법 위반으로 이어질 수 있는 ‘레드라인’이다.

결국 '통합'이라는 이름을 내걸더라도 홍보물 하나, 현수막 하나 각자 돈으로 따로 만들어야 한다. 이름은 통합인데 몸집은 쪼개져야 하는 ‘태생적 한계’를 지닌 셈이다.

그럼에도 후보들이 통합선대위에 목을 매는 이유는 정치적 상징성과 그에 따른 긍정적 효과 때문이다. TK 행정통합은 더 이상 선택이 아닌 생존의 문제라는 인식이 강하다. 시장과 지사 후보가 한목소리를 내는 것만으로도 중앙 정부를 압박하고 지역민들에게 강력한 실행 의지를 보여줄 수 있다. 이른바 ‘정책적 일체감’을 통한 지지층 결집 효과다.

다만, 실질적인 공동 유세가 불가능한 상황에서 통합선대위는 ‘무늬만 연대’에 그칠 가능성이 크다. 참신한 정책 대결보다는 공천권과 당내 입지를 다지기 위한 기득권 세력의 결합, 또는 ‘야합 프레임’으로 공격할 빌미를 줄 수 있다는 것. 이건 부정적 효과다. 

때문에 정치권 전문가들은 실제 통합선대위가 구성되더라도 그 형태는 매우 제한적일 것으로 내다보고 있다. 한 정치 평론가는 “법적 리스크를 감수하면서까지 물리적 조직을 합칠 후보는 없을 것”이라며 “결국 공동 기자회견이나 SNS를 통한 메시지 공유 수준의 ‘느슨한 정책 연대’에 머물 것”이라고 전망했다.

그는 “과거 지방선거에서도 광역단체장 간의 연대 시도는 여러 차례 있었으나, 선거법 위반 시비와 지역 간 미묘한 이해관계 충돌로 인해 구호에 그친 사례가 많았다”는 점을 이유로 들었다.

유권자의 눈은 ‘형식’보다 ‘내용’에 있다

대구·경북 통합선대위 논의가 단순한 선거용 이벤트로 끝날지, 아니면 지역 발전을 위한 실질적인 협치 모델의 시초가 될지는 결국 후보들의 ‘진정성’에 달렸다.

법적인 제약을 핑계 삼아 사진 찍기용 행사에 치중한다면 유권자들의 외면을 받을 것이고, 법의 테두리 안에서 정교하게 조율된 ‘공동 공약’과 ‘구체적인 실천 로드맵’을 제시한다면 TK 정치 지형을 바꾸는 ‘신의 한 수’가 될 것이다. 6월의 선택을 기다리는 유권자들은 지금 ‘통합’이라는 포장지 속의 내용물을 꼼꼼히 살피고 있다.

Nevertheless, the reason candidates are so fixated on the unified campaign committee is due to its political symbolism and the resulting positive effects. There is a strong perception that administrative integration in the TK region is no longer a choice, but a matter of survival. Simply having mayoral and gubernatorial candidates speak with one voice can pressure the central government and demonstrate a strong commitment to action to local residents. This is the effect of rallying support bases through so-called "policy unity."

However, given the impossibility of actual joint campaigning, a unified campaign committee is highly likely to remain a "coalition in name only." Rather than a fresh policy debate, it could be seen as a combination of vested interests seeking to solidify nomination rights and their standing within the party, or provide grounds for attacks framed as a "collusion." This is a negative effect.

For this reason, political experts predict that even if a unified campaign committee is actually formed, its form will be very limited. One political commentator predicted, "No candidate would merge their physical organizations while risking legal consequences," adding, "Ultimately, it will remain a 'loose policy alliance' limited to joint press conferences or sharing messages via social media."

He cited the reason that “while there have been several attempts at solidarity among heads of metropolitan and provincial governments in past local elections, many ended up remaining mere slogans due to controversies over election law violations and subtle clashes of interests between regions.”

Voters’ eyes are on ‘substance’ rather than ‘form.’

Whether the discussions regarding the Daegu-Gyeongbuk integrated campaign committee will end as a mere election-oriented event or become the beginning of a substantive model of cooperative governance for regional development ultimately depends on the candidates’ ‘sincerity.’

If they focus on photo-op events using legal restrictions as an excuse, they will be shunned by voters; however, if they present ‘joint pledges’ and a ‘concrete roadmap for implementation’ that are finely coordinated within the boundaries of the law, it will be a ‘masterstroke’ that changes the political landscape of the TK region. Voters awaiting the choice in June are currently scrutinizing the contents behind the packaging of ‘integration.’
