【브레이크뉴스 구미】진예솔 기자=구미시 전 산림과장의 1억 5천만 원 뇌물 수수 사건에 대해 시민단체가 강력한 비판 성명을 내놨다. 

구미경제정의실천시민연합(이하 구미경실련)은 13일 성명을 통해 "이번 사건은 단순 개인 비리가 아닌 공직 사회의 시스템적 문제"라며 구미시장의 직접적인 대응을 촉구했다.

구미경실련은 "장 전 과장의 범죄는 개인의 일탈로 치부할 수 없는 구조적 문제를 드러냈다"고 지적했다. 

특히 "자신의 자녀를 허위 직원으로 등재해 뇌물을 전달받게 한 수법은 공무원으로서 최소한의 양심마저 저버린 행위"라고 강하게 비판했다.

장 모 전 산림과장은 지난달 25일 대구지법에서 징역 8년과 벌금 2억 원, 추징금 1억 5천만 원을 선고받았다. 

그는 2016년 중앙공원 사업에서 6,800만 원, 2021년 말부터 2023년 초까지 꽃동산공원 사업과 관련해 28회에 걸쳐 8,350여만 원을 받은 혐의로 기소됐다. 뇌물 수수 과정에서 아들과 딸을 범죄에 이용해 두 자녀 역시 징역 1년에 집행유예 2년을 선고받았다.

이 가운데 구미경실련은 구미시의 소극적인 대응을 문제 삼았다. "구시대적인 '공무원 자정 결의대회'로는 근본적 해결이 불가능하다"며 "대신 공직 내부 통제와 감시 체계의 근본적 재점검, 대규모 개발 사업 관련 의사결정 과정의 투명성 확보 등 실질적 개선책을 마련해야 한다"고 주장했다.

구미경실련은 "안일한 대응으로는 시민들의 신뢰를 회복할 수 없다"며 "시장이 직접 나서 투명하고 신뢰할 수 있는 행정 시스템 구축 방안을 제시해야 한다"고 재차 강조했다.

이번 사건은 장 전 과장이 2018년 검찰 수사에서 증거 불충분으로 처벌을 피했다가, 중앙공원 사업주의 직접 고소로 재판에 넘겨져 중형을 받게 된 경우다. 시민사회에서는 당시 철저한 수사가 이뤄졌다면 이후 추가 범행을 막을 수 있었을 것이라는 지적도 나오고 있다.

A civic group has issued a strongly critical statement regarding the 150 million won bribery case involving the former head of the Gumi City Forestry Division.

The Gumi Citizens' Coalition for Economic Justice (CCEJ) issued a statement on the 13th, stating, "This case is not simply an individual case of corruption, but a systemic problem within the public sector." They urged the Gumi mayor to take direct action.

CCEJ stated, "Former Director Jang's crimes reveal structural problems that cannot be dismissed as an individual's misconduct."

In particular, they strongly criticized the practice, saying, "The method of registering his own child as a false employee and receiving the bribe was an act that betrayed even the bare minimum of conscience as a public servant."

Former Forestry Division Director Jang was sentenced to eight years in prison, a fine of 200 million won, and a surcharge of 150 million won by the Daegu District Court on the 25th of last month.

He was indicted on charges of receiving 68 million won from the Central Park project in 2016 and approximately 83.5 million won on 28 occasions from late 2021 to early 2023 in connection with the Flower Garden Park project. He used his son and daughter in the bribery scheme, and both children were sentenced to one year in prison and two years of probation.

Among these, the Gumi Citizens' Coalition for Economic Justice (CCEJ) took issue with the city of Gumi's passive response. They argued, "An outdated 'civil servant self-purification resolution meeting' cannot provide a fundamental solution." Instead, they argued, "Substantial improvements must be made, including a fundamental reexamination of the internal control and oversight system within the public sector and ensuring transparency in the decision-making process related to large-scale development projects."

The CCEJ reiterated, "A complacent response will not restore citizens' trust," and "The mayor must personally step forward and present a plan to establish a transparent and trustworthy administrative system."

This case involved former Director Jang, who had avoided punishment in a 2018 prosecution investigation due to insufficient evidence. However, he was brought to trial and sentenced to a heavy sentence following a direct complaint from the owner of Central Park. Civil society observers have pointed out that a thorough investigation at the time could have prevented further crimes.
