구미시의회는 23일 본회의를 열고, 안주찬 시의원에 대한 징계를 출석정지 30일로 확정했다. 이는 앞서 9일 윤리특별위원회가 의결한 ‘제명’ 결정을 정면으로 뒤집은 결과다. 

더불어민주당 시의원 5명이 “시민 편에 서겠다”며 제명 표결에 뜻을 모았지만, 본회의 표결에서는 제명 찬성 11표, 반대 8표, 기권 5표로 부결됐다. 제명에 필요한 재적의원 3분의 2 찬성 요건을 넘기지 못한 것이다.

안 시의원은 3선 의원으로 전 구미시의회 의장을 지낸 지역 정치권의 핵심 인물이다. 그러나 지역 행사 의전에 불만을 품고 공무원을 폭행한 데다, 성희롱 정황까지 불거지며 파문이 커졌다.

사건 직후 국민의힘을 탈당했지만, 이는 당의 공식 징계를 피하기 위한 면피성 전략이라는 지적이 잇따랐다. 실질적 책임은 지지 않으면서 당과의 연결고리를 끊는 듯한 정치적 꼼수였다는 비판이다.

그의 탈당 이후에도 구미시의회는 국민의힘 다수 의원들이 표결을 주도해 ‘봐주기’ 징계를 밀어붙였다. 시민사회와 공무원노조가 수차례 제명을 촉구했고, 피해자는 여전히 심각한 정신적 고통을 호소하고 있음에도, 시의회는 이를 외면했다. 시민의 윤리적 요구보다 당리당략을 앞세운 결과다.

더불어민주당 경북도당은 이날 성명을 통해 “국민의힘 시의원들이 시민의 기대를 철저히 저버렸다”며 “안주찬 시의원은 스스로 의원직을 사퇴해 구미시의회의 마지막 명예라도 지켜야 한다”고 촉구했다.

구미 경실련도 “윤리특위의 제명 결정을 무시한 본회의 결정은 시민에 대한 명백한 기만”이라며 그 책임은 단지 몇몇 시의원에 그치지 않고 공천권자에게까지 확산돼야 한다고 강조했다. 

이들은 “국힘 공천만 받으면 당선되는 구조 속에서, 시의원들이 공천권자인 강명구, 구자근 국회의원의 뜻을 거스르긴 어려웠을 것”이라며, 국민의힘 정치권 전반이 이번 사건의 ‘공범’임을 지적했다.

이 사건이 던지는 메시지는 심각하다. 공무원 폭행과 성희롱에도 실질적 처벌 없이 시의원직을 유지할 수 있다는 잘못된 선례가 남는다면, 구미는 ‘인권 없는 도시’ ‘가해자가 의장까지 지내는 도시’라는 오명을 면할 수 없다. 지역 정치의 윤리는 물론, 공직사회의 존엄까지 무너지고 있다는 경고다.<메인사진:구미시의회>

Even after his departure from the party, the Gumi City Council pushed for a disciplinary action with the majority of the People Power Party members leading the vote. Even though civil society and the civil servants' union repeatedly called for his expulsion, and the victim is still complaining of severe mental distress, the city council turned a blind eye to it. This is the result of prioritizing partisan interests over the ethical demands of citizens.

The Gyeongbuk Provincial Chapter of the Democratic Party of Korea issued a statement on the same day, urging, “The People Power Party council members have completely disappointed the citizens’ expectations,” and “Councilman Ahn Joo-chan should resign from his position and protect the last honor of the Gumi City Council.”

The Gumi Citizens’ Coalition for Economic Justice also emphasized, “The plenary session’s decision to ignore the ethics committee’s expulsion decision is a clear deception of the citizens,” and that the responsibility should not be limited to just a few council members, but should extend to those who have the power to recommend candidates.

They pointed out that “in a structure where only the People Power Party nomination is enough to get elected, it would have been difficult for council members to go against the wishes of National Assembly members Kang Myeong-gu and Koo Ja-geun, who have the power to recommend candidates,” and that the entire People Power Party political community is an “accomplice” in this incident.

The message this incident sends is serious. If the wrong precedent of being able to maintain a city council position without actual punishment for assaulting and sexually harassing public officials remains, Gumi will not be able to avoid the stigma of being a “city without human rights” and “a city where the perpetrator becomes the chairman.” It is a warning that not only the ethics of local politics but even the dignity of public service is collapsing.
