특히 달서구의회가 수사 중임에도 불구하고 해외연수를 강행할 예정이어서 도덕적 해이가 극에 달했다는 지적이 이어지고 있다.

대구경찰청은 최근 국민권익위원회의 수사 의뢰에 따라 대구시의회, 동구·서구·북구·달서구·군위군의회 등 6곳의 해외연수비 허위 청구 사건을 조사한 결과를 발표했다.

이번 사건으로 구의원 1명, 의회 공무원 13명, 여행사 관계자 8명 등 총 22명이 업무상 배임 혐의로 검찰에 넘겨졌다. 하지만 의원은 단 1명에 불과했고, 대부분이 공무원과 여행사 직원이어서 '꼬리 자르기' 수사라는 비판이 나온다.

이들은 2022년 9월부터 2024년 6월까지 항공료 등을 부풀려 출장비를 과다 청구했고, 최소 146만 원에서 최대 1,270만 원까지 손해를 입힌 것으로 조사됐다.

이에 대해 대구경실련은 "의원들 요구나 지시도 없이 공무원들이 독자적으로 출장비를 부풀렸다는 건 상식적으로 납득하기 어렵다"고 지적했다. 또 "지방의회 차원의 조직적 수사 방해나 경찰의 부실 수사가 의심된다"며 강한 의혹을 제기했다.

특히 대구시의회와 북구의회에 대해 '여행사 단독 범행'이라는 결론이 내려진 점에는 "여행사가 일방적으로 허위 계획서를 반복 제출했다면, 의회 사무국이 그 사실을 몰랐을 리 없다"면서 관리·감독 실패를 비판했다.

대구경실련이 2021년 1월부터 2024년 4월까지 대구 9개 구·군의회의 해외연수 계약 내역을 정보공개 청구한 결과, 관련 자료를 제출한 곳은 수성구의회뿐이었다. 나머지 의회들은 대부분 '정보 부존재'라며 자료 공개를 거부했다.

하지만 경찰 수사 결과 모든 의회에서 여행사와 연관된 정황이 확인된 만큼, 대구경실련은 "계약 자체가 비정상적으로 이뤄졌을 가능성이 크다"고 지적하며 정보 은폐 의혹을 제기했다.

문제는 여기서 그치지 않는다. 달서구의회는 연수비 허위 청구 의혹으로 수사가 진행 중인데도 오는 9일부터 14일까지 4박 6일 일정으로 대만 등 해외연수를 강행한다는 계획을 확정했다.

이에 대해 대구경실련은 "도덕적 해이가 극에 달했다"며 "달서구의회가 연수를 강행한다면, 이번 비리의 책임을 공무원에게 떠넘기고 스스로 부패를 외면한 지방의회로 남게 될 것"이라고 경고했다.

이어 "대구지역 지방의회는 즉각 연수 계획을 철회하고, 부실 수사 결과에 대한 재조사를 촉구해야 한다"고 강조했다.

The Daegu Citizens' Coalition for Economic Justice stated, "It is difficult to understand, from a common sense perspective, that civil servants would have inflated travel expenses independently without any request or direction from the council members." They also raised strong suspicions, saying, "We suspect systematic obstruction of the investigation at the local council level or a botched police investigation."

In particular, regarding the conclusion that the Daegu City Council and Buk-gu District Council were "the sole perpetrators of the travel agency crime," they criticized the failure of management and oversight, stating, "If the travel agency unilaterally and repeatedly submitted false plans, the council secretariat could not have been unaware of this."

When the Daegu Citizens' Coalition for Economic Justice (DCEJ) requested information on overseas training contracts for nine Daegu district and county councils from January 2021 to April 2024, only Suseong District Council submitted the relevant documents. Most of the other councils refused to disclose the information, citing a lack of information.

However, as police investigations revealed evidence of travel agency involvement in all councils, DCEJ raised suspicions of information concealment, pointing out that "the contracts themselves were likely concluded in an irregular manner."

The problems don't end there. Despite an ongoing investigation into allegations of false training expenses, Dalseo District Council confirmed plans to go ahead with a six-day, four-night overseas training trip to Taiwan from the 9th to the 14th.

In response, the Daegu Citizens' Coalition for Economic Justice warned, "Moral laxity has reached its peak," and added, "If the Dalseo District Council pushes ahead with the training, it will be remembered as a local council that shifts responsibility for this corruption onto public officials and turns a blind eye to corruption."

They further emphasized, "The Daegu local council must immediately withdraw its training plan and urge a reinvestigation into the botched investigation results."
