문제의 연수는 2024년 동구의회 의원들과 사무국 직원이 일본을 방문한 일정이다. 매일신문 보도에 따르면 연수 견적서에는 1인당 항공료가 95만원으로 명시됐지만 실제 사용된 금액은 33만4천900원에 불과했다. 동구의회 홈페이지에 공개된 계획서상 항공료는 90만원으로 적혀 있으며, 결과보고서에는 예산 사용 내역조차 포함되지 않았다.
